Our Healthwatch and Advocacy service
concessions both expire on the 31 March 2021. This provides an
opportunity to consider a number of opportunities and commissioning
options that present themselves as a result of these matching
contract expiry dates.
The report sets out the context and overview of these two services
and outlines the background and current position. Together with a
benchmarking exercise to enable an evidenced based decision to be
taken forward on the most favourable commissioning option.
The report therefore seeks approval to initiate the procurement
processes with STAR as per the contract procedure rules (CPR) and
take forward the recommended option, This will also ensure the
Council is not in breach of these CPR rules and ensures continuity
of statutory required services.
Consideration was given to a report of the Director of Commissioning setting out the context and overview of the Healthwatch and Advocacy services and opportunities and commissioning options with existing concessions both expire on the 31 March 2021.
Alternatives considered
The submitted report set out three alternative approaches for the commissioning of the service.
Resolved
1. That the advocacy service contract be retendered to align with the North East Sector.
2. That the Healthwatch contract utilise the two year extension opportunity within the existing contract.
Reason for resolution
To allow for fair market testing of the advocacy service and provide continuity of service provision within the Healthwatch service.
