-       To consider the minutes of the meeting of the Pennies Township Committee held on 28th June 2017.


Further to minute 8 (5) of the meeting of the Township Committee held on 28th June 2017, the Township Committee requested an amendment to the decision to include, applicants for funds must make an individual available to attend and address the meeting of the Pennines Township Delegated and Funding Sub-Committee at which the application is to be considered, otherwise the application will be deferred to a future meeting. 


Decision: with the amendment detailed above, the minutes of the Pennines Township Committee meeting held on 28th June 2017 be approved as a correct record.  


Permanent Diversion of Part of Definitive Footpath WarFp15 Under Section 119 Highways Act 1980 pdf icon PDF 98 KB

The Township Committee will be requested to consider amending part of a route of a footpath.


The Township Committee considered a report of the Director of Neighbourhoods seeking approval for the permanent diversion of a Definitive Footpath (WarFp15) to be made under section 119 of the Highways Act 1980, to divert part of a footpath close to properties at Birch Road, Wardle.


Alternatives considered: The Township Committee could not seek to make the Footpath Order which would leave the Council open to legal challenge.


Decision: (1) That an Order be made under section 119 of the Highways Act 1980 to divert part of the footpath WarFp15 at Birtle Road, Wardle and to apply under section 53(2)(b) of the Wildlife and Countryside Act 1981 to modify the definitive map and statement on completion of that order.

(2) That if no objections are received to the Order that it be confirmed as an unopposed Order under paragraph 6 of Schedule 15 to the Wildlife and Countryside Act 1981 and if relevant objections are received that the Order be referred to the Secretary of State for confirmation.


Reason for decision: The landowner has satisfied the Council that they have secured the efficient use of the land and the point of termination is on a highway. 


Township Planning Panels pdf icon PDF 111 KB

The Township Committee will be requested to consider proposals for the determination of Township engagement with current and emerging Planning Proposals and priorities for the use of current or prospective S106 funds.


The Township Committee considered a report of the Director of Economy which set out proposals for collating the Township Committee’s views on forthcoming and submitted planning applications, as well as seeking determination of how Township Committee Members are consulted in relation to the allocation of S106 funds.


Alternatives considered: The Township Committees could determine a structure to provide their views on planning applications suitable for Township Members.  In relation to S106 funds, Members could have maintained the existing consultation with the Officers delegated to determine the allocation of funds.


Decision: (1) That matters relating to S106 funds which reside within the Township are to be considered by the Pennines Township Delegated & Funding Sub-Committee.

(2) That a Township Planning Panel be formed consisting of all Members of the Pennines Township Committee with the exception of those appointed to the Planning & Licensing Committee, to act as a consultative body in relation to proposed and submitted planning applications. 


Reason for decision: Seeking views of elected Members in relation to planning applications and S106 funds provides the benefit of understanding the local environment to inform Planning decisions which impact within the Township.


Budget 2018/19 to 2020/21 Guidelines, Timetable and Public Engagement pdf icon PDF 225 KB

The Township Committee will receive an update on the Budget 2018/19 to 2020/21 guidelines, timetable and public engagement.


The Township Committee considered a report of the Chief Finance Officer which consulted Members on the budget guidelines, timetable and method of public engagement to be used in preparing the detailed 2018/19 budget and provisional budgets for 2019/20 and 2019/21.


Alternatives considered: None. 


Decision: That the report be noted.


Reason for decision: Consultation on the Budget 2018/19 to 2020/21 is part of the budget setting process.
