Presentation - Rochdale Hub for Refugees and Asylum Seekers

On behalf of the Refugee Support team at the British Red Cross.


The Township Committee received a presentation from Ms. Marenka Vossen, on behalf of the Greater Manchester Refugee Support Partnership Hub which outlined their work across Greater Manchester and Rochdale in particular. The presentation detailed their range of services including: prevention of homelessness, drop-in services, family reunion services, a destitution project and an international family tracing service.


Partnership Hubs currently operated across Greater Manchester in Bolton, Oldham, Salford and Manchester and additional Hubs were due to open shortly in Leigh and in Rochdale.


The Committee considered the presentation in detail and asked questions of the presenter seeking clarification of the terms ‘asylum seekers’ and ‘refugees’, educational opportunities offered to refugees and in relation to the work of volunteers.


DECIDED – That the presentation be noted and welcomed. 


Presentation - Rochdale Township in Bloom

Director of Neighbourhoods to report.


The Director of Neighbourhoods informed Members that North West in Bloom is the region’s part of the Royal Horticultural Society’s Britain in Bloom scheme which sought to promote horticultural excellence, community involvement and environmental friendliness. Heywood, Rochdale and Pennines Townships each had a steering group of community representatives that co-ordinate the North West in Bloom entry for the area.


The competition sought to bring together people to improve the quality of the local environment and to show it at its best. In Bloom was therefore seen as a catalyst for getting people and organisations to work together.


The Director of Neighbourhoods submitted a montage of photographs which demonstrated the substantial efforts that had been made to improve the Township’s landscape and appearance, which was fully acknowledged by Members of the Committee.


The Committee were advised that the final results of the competition would be announced in October 2016 and the Council was hopeful that they could improve on 2015’s impressive showing whereby Pennine Township were awarded the In Bloom competition’s Silver Gilt. However irrespective of the final results the Director of Neighbourhoods advised that staff in the Council’s Environmental Management Service would continue to work on projects, across the Borough in readiness for submissions to the 2017 competition. 


The Township Committee was addressed by Mr. Nigel Morrell, who was involved in the organisation of Rochdale Township’s submission to the ‘In Bloom’ competition, and he wished to place on record his appreciation of the exceptional efforts that had been put into Rochdale Township’s entry in Royal Horticultural Society’s Britain in Bloom competition in 2016 and which showcased Rochdale to a wider audience.


A Member requested that the Council’s Environmental Management Services be requested to attend to the appearance of the area immediately surrounding Rochdale Train Station, as she felt it looked unsightly and unkempt.


DECIDED – That the presentation be noted and welcomed.


Greater Manchester Police Update


Sergeant Twydale and PC Butterworth (Greater Manchester Police) updated the Township Committee on activities and initiatives that were undertaken by Greater Manchester Police in the Rochdale Township Division.


A Member advised the Committee of a serious incident that recently occurred in the Township’s Healey Ward whereby several residents, including passing motorists and customers of a local pub, were subject to a prolonged period of threatening verbal abuse by people, who were under the influence of either alcohol and/or drugs, and which required the residents to dial 999 for police assistance. The Member added that the Police didn’t arrive at the scene of the incident until 24 hours later and it was a further 24 hours before a PCSO arrived to take witness statements. The Committee expressed its concern at this incident and the apparent lack of response from the Police requesting that details be forwarded to Rochdale’s Divisional Police Commander for him to respond in writing thereon to Healey Ward Councillors.


A Member expressed his concern at the number of incidents of off-road biking across the Borough generally and in Rochdale’s Mandale Park area in particular. Sergeant Twydale reported that police were taking action to counter the nuisance and disturbance that these biking incidents were causing and he undertook to investigate this matter further.


The Committee were also advised of increased instances of begging that was occurring in the immediate vicinity of the Township’s mosques, especially immediately before and after Friday Prayers, which representatives of Greater Manchester Police undertook to investigate further.


DECIDED – That (1) the Greater Manchester Police update be noted and welcomed;

            (2) the Divisional Commander of Rochdale Police be requested to write to the Township’s Healey Ward Members addressing concerns raised by Members with regard to the Police’s apparent lack of response to a 999 call for help made by the public;

(3) the Police be requested to continue to investigate incidents of off-road biking across the Borough and at Mandale Park in Rochdale Township in particular;

(4) the Police be requested to investigate incidents of begging in and around the Township’s mosques immediately before and after Friday Prayers.


Open Forum

Up to half an hour has been set aside for members of the public to raise any issues relevant to the business of the Committee and the Township.





The following issues were raised in the Committee’s Open Forum session:


a.    Hudson’s Walk

The Township Committee received a question from Mrs. Barbara Todd objecting to double yellow lines that had recently been painted at Hudson’s Walk, Rochdale. Mrs. Todd advised that residents in this area were angry at the Council’s decision to paint the yellow lines as they felt that there had been no consultation thereon. The Head of Highways Services replied that the yellow lines had been painted as a result of a Traffic Regulation Order that had previously been approved for implementation by a meeting of the Rochdale Township Action and Resources Delegated Sub-Committee following the usual procedures whereby copies of the proposed Order are published in the Rochdale Observer, tied to lamp posts in the area affected and deposited in a library in the locality. In light of the representation made by Mrs. Todd on behalf of residents Members of the Township Committee queried if the current arrangements for processing Traffic Regulation Orders were fit for purpose or whether alternate or additional forms of consultation could be undertaken.


DECIDED – that the Head of Highways be requested to submit a report to the next meeting of the Township Committee, detailing the processes and procedures associated with the making and implementation of Traffic Regulation Orders. 


b.    Rochdale Market

The Township Committee received a question from Mr. Clifford Harker asking if there are proposals for an indoor market in Rochdale. The Committee were advised, in an answer prepared by the Director of Economy that a feasibility study to evaluate the business case for the market and to consider options for the relocation of the outdoor market and an indoor market hall had been completed. The study, undertaken with Quarterbridge Limited, a market specialist firm that has worked on other markets in England’s North West region, had recommended that the outdoor market be located on The Butts, adjoining the recently completed river re-opening scheme. It had been proposed that a planning application be submitted during Summer 2016 for an outdoor market. The options for an indoor market were still subject to review.


DECIDED - That the report be noted.   


c.    Other issues

The Chair advised that questions had been received in relation to planning applications in the Milkstone and Deeplish Ward and the length of time taken to repair potholes. However he added that these questions had not been received prior to the meeting so they wouldn’t be discussed at the meeting but that relevant officers would be requested to provide written answers thereon.

Disposal of Surplus Land adjacent to 9 Leach Street, Rochdale pdf icon PDF 137 KB

The Township Committee considered a report of the Director of Economy that sought approval for the release of land adjacent to 9 Leach Street, Rochdale for disposal as set out in the plan attached at Appendix 1 to the report.


The Committee were advised that the site was approximately 0.02 hectares in size and under the Unitary Development Plan was classed as being within the Defined Urban Area. The site was located at the end of Leach Street and comprised predominately hardstanding with two grass verges. The site was surrounded by residential development to the north and east, open space to the south and industrial development to the west.  Consultation with Planners had highlighted that residential development of the site could be supported.


Alternatives considered: to retain this site in its current use. Retention of this site would not secure capital receipts or beneficial development, nor would it reduce the Council’s financial and/or environmental liabilities. In its current condition, the site added little to the recreational or visual amenity of the area. In addition the site was presently vacant. Retaining this site in its current use carried the risk of liabilities such as fly-tipping, anti-social behaviour and regular or ad hoc maintenance obligations.


DECIDED – That (1) the land, adjacent to 9 Leach Street, Rochdale, be declared surplus to the Council’s requirements and be released for disposal;

(2) the Assistant Director (Legal, Governance, Workforce) be requested to carry out the legal work in connection with the disposal;

(3) the purchaser be required to pay the Council’s legal and surveyor’s costs.

Asset Strategy 2016/2019 pdf icon PDF 152 KB

The Township Committee considered a report of the Director of Economy that presented the Council’s Asset Strategy 2016 – 2019, further to its approval by the Council’s Cabinet on 6th June 2016.


The Council’s previous Asset Strategy expired on 31st March 2016. Over the three year lifespan of this Strategy there had been greater focus on property management activities and this had led to some significant changes and improvements and some of the achievements and improvements were summarised at Section 5 of the revised draft Strategy.


The revised Strategy presented replaced the previous Strategy and built on its achievements. It considered the challenges that the authority was likely to face over its three year lifespan and how asset management might support service delivery. The Strategy sought to establish the benefits the Council would wish to achieve from its property portfolio and recommended the overall direction of travel for property management activity. It provided a framework of objectives to support decisions affecting the management of assets and identifies a series of work streams and actions designed to develop the property portfolio and its contribution to Council objectives during the next three years.


DECIDED – That the report be noted.

Budget 2017/18 to 2019/20 Guidelines and Timetable pdf icon PDF 209 KB


The Township Committee considered a report of the Director of Resources that had sought and received  approval from the Cabinet, at its meeting on 6th June 2016, of the budget guidelines and timetable to be used in preparing the detailed 2017/18 budget and provisional budgets for 2018/19 and 2019/20.


The Committee were advised that the Council is legally obliged to set a balanced budget and the submitted report established the planning process for the budget and detailed the assumptions used in the preparation of the budget to ensure they are agreed, reasonable and consistently applied by all services.


The budget forecast had been based on a number of assumptions, known levels of expenditure and anticipated levels of resources. Final confirmation of these assumptions was not expected to be finalised until November/December 2016.


The Committee were advised that the report had also be received by the Corporate Overview and Scrutiny Committee on 12th July 2016 and was being submitted to the four Township Committees for information.
