That the minutes of the meeting held on 13 September 2021 be approved as a correct record.

To consider highways work programmes which are proposed to take place in the Township, during the 2022/2023 and 2023/2024 financial years.

Consideration was given to a report of the Cabinet Member for Housing and Highways / Director of Neighbourhoods which sought approval for the 2022/23 and 2023/24 of the two year local transport plan (LTP) funded capital programme; and the 2 year bridges and structures capital maintenance programme.

 

Members were informed that additional funding for resurfacing had been announced and that additional roads for inclusion should be sent directly to the Highways Manager.

 

Alternatives considered

The programme has been developed according to Department for Transport guidance and in line with other Greater Manchester Authorities.  Any amendments would be as a result of the grading undertaken to determine priorities.

 

RESOLVED

1.    That the local transport plan funded capital programme be approved for 2022/23 and 2023/24.

2.    That the bridges and structures capital maintenance programme be approved for 2022/23 and 2023/24.

 

Reason for resolution

The schemes that have been selected have been put together based on the principles of asset management which use network condition data, engineer inspections, life cycle planning and cost efficiency to produce the most efficient highway improvement over the course of the programmes.

A report detailing the capacity of school places in the secondary school sector, across the borough.

Consideration was given to a report of the Cabinet Member for Children’s Services and Education / Director of Children’s Services, consulting the Township Committee on the proposed allocation of secondary school places 2022-2025.

 

RESOLVED

That Cabinet be advised that the Rochdale North Township Committee supports the recommendations as detailed within the submitted report.

Consideration was given to a report of the Cabinet Member for Children’s Services and Education / Director of Children’s Services, consulting the Township Committee on the proposed allocation of primary school places 2022-2025.

 

Inflows of pupils arriving into the borough after the start of Reception intake, and in higher year groups, have been higher than ever since January 2021, leading to significant pressures in older primary school year groups. These ‘in-year’ school applications plateaued towards the end of the 2019/20 due to the pandemic, but had risen to be above previous levels.

 

RESOLVED

That Cabinet be advised that the Rochdale North Township Committee supports the recommendations as detailed within the submitted report.
