Open Forum

Half an hour has been set aside for members of the public to raise any issues relevant to the business of the Committee and the Township.

The Committee received presentation from Mr M. Coats who referred to the previously established Turner Brothers Asbestos (TBA) Working Party in relation to the TBA site in Spodden Valley.

 

In view of further developments at the site in Rochdale, Mr Coats requested, with endorsement from Members, that the TBA Working Party be re-established to express views and monitor these developments which will then be discussed at a monthly meeting.

 

The Chair opened the Forum to Members and following discussion, the Committee advised Mr Coats that he would receive a written response to the matters raised. All Committee Members are to be copied into the response to Mr Coats.

7.

Neighbourhoods

To consider a presentation of the Director of Strategic Commissioning and the Director of Integrated Systems Development on the implementation of the new Integrated Care Systems in Greater Manchester and their links with locality structures and Neighbourhood development in Rochdale.

Minutes:

The Committee received a presentation from the Director of Strategic Commissioning, joined by the Cabinet Member for Health, which set out the latest developments in relation to Integrated Care Systems following the publication of the Integrated Care White Paper in February 2022.

 

The Director of Strategic Commissioning informed Members of the new 42 Integrated Care Systems in the UK which would set the regional strategy to meet the population’s health and care needs in a specific area. Different organisations such as the NHS, Local Authorities and the Voluntary Sector would work together to change the way health and care services are planned, paid for and delivered.

 

In Greater Manchester, there would be an Integrated Care System made of ten ‘Places’ which coincided with the ten local authorities and their geographical areas. Rochdale would be one of the ten Places in Greater Manchester.

 

It was explained that within each ‘Place’ there would be ‘Neighbourhoods’. In Rochdale there would be five Neighbourhoods whose geographical areas and populations would coincide with those which made up the five Townships.

 

The new operating model in Rochdale was also outlined. This would consist of a Place Lead, the development of a Locality Board to set the Strategic Direction for Rochdale, the development of One Rochdale Local Care Organisation (LCO) to deliver necessary services, and the Neighbourhood model to bring together Primary Care, Community Health, Social Care and other services and organisations that would work together to have a positive impact on matters such as housing, education, employment and crime control to residents.

 

The new Integrated Care Systems and their local structures would help to address poverty and inequalities; for example in Rochdale over a tenth of residents had no qualifications, 8% were digitally excluded, 26.6% of children were living in poverty and over a fifth of the population had long term heath conditions.

 

Members sought and received clarification on a number of matters such as complaints in relation to primary care services and the lack of access to GP’s following the Covid-19 pandemic, as well as reinstating an Accident and Emergency unit at Rochdale Infirmary and an update on the Birthing Centre which was planned for Rochdale Infirmary.

 

Resolved:
That the content of the presentation be noted.

The Township Committee considered a report of the Committee Services Officer which requested that Members confirm their delegated decision making arrangements and make appointments to the Township Sub-Committees, including the Chairs, Vice Chairs and substitute members; the appointment of “lead” opposition spokespersons; and the appointment to other bodies.

 

Alternatives considered:

The Committee could choose not to appoint Sub-Committees and undertake all delegated functions themselves, however this could have a detrimental impact on the ability to progress Township priorities or to deal with urgent items of business. The Committee could also, if it chose to do so, adopt alternative Sub-Committee arrangements.

 

Resolved:

1.    That the proposed Sub-Committee structure of the Rochdale North Township Committee comprising of the Rochdale North Township Action and Resources Delegated Sub-Committee and the terms of reference, as outlined at Appendix 1 of the submitted report, be approved;

2.    That Members be appointed as follows:-

(a)  Rochdale North Township Delegated Sub-Committee:
Councillors – Rana (Chair), Nisa (Vice Chair), Ali Ahmed, Iftikhar Ahmed, Ayrton, Faisal, Gartside, Holly, O’Neill, Wazir, Winkler (Opposition Spokesperson) and Zaheer.

(b)  Ward Forums - The relevant Ward Councillors be appointed to attend their respective Ward Forum. The Area Forums included in Rochdale North Township Committee are:

·         Central Rochdale

·         Healey

·         Norden

·         Spotland and Falinge

(c)  Older Person’s Champion - Councillor Gartside;

(d) Younger Person’s Champion - Councillor Nisa;

(e) Rochdale Regeneration Group (one Member per ward, appointees must not sit on the Planning Committee) - Councillors Faisal, O’Neill, Winkler and Zaheer;

(f) Rochdale North Township Planning Panel All members of the Rochdale North Township Committee to be invited to attend meetings – except those Members who have also been appointed to the Council’s Planning and Licensing Committee;

(g) Highways Champion Councillor O’Neill;

3.    That any amendments to the appointments be delegated to the Chair of the Rochdale North Township Committee to determine.

 

Reasons for the decision:
The Council has established and appoints Township Committees that may exercise both executive and non-executive powers as set out in the Responsibility for Council Functions in Part 3 of the Constitution, which states that: ‘appointments to Township Sub-Committees, Township Working Parties, Partnership Arrangements and Local Outside Bodies shall be made at the first meeting of the appropriate Township Committee in the new Municipal Year’.

 

The Sub-Committee exercises either delegated powers or acts on any matter detailed in the Committee’s Terms of Reference on which it is essential to take a decision.

The Committee considered a report of the Townships Officer that asked Members to approve the Rochdale North Township Funds’ terms and conditions, and to agree delegation arrangements concerning funding decisions.

 

Alternatives considered:

In considering the report, the Committee Members were asked to decide whether or not to approve the allocation of funds to funding streams and to adopt appropriate terms and conditions.

 

Resolved:

1.    That the expenditure, commitments and balances for Rochdale North Township revenue and capital funds at financial year end 2021/22 (as outlined at Appendix 1 and 2 of the submitted report) be noted;

2.    That the findings of the review of Township Funds 2021/22 (as outlined at Appendix 3 of the report) and evaluations received to date for funded projects (as outlined at Appendix 4 of the report) be noted;

3.    That the allocation of Rochdale North Township Funds to funding streams in 2022/23 (as outlined at Appendix 5 of the report) be approved as follows:

·         Projects Fund (revenue) - £24,818

·         Members Fund (revenue) - £24,000

·         Ward Fund (revenue) - £32,000

·         Capital Fund - £77,929

4.    That the terms and conditions for Rochdale North Township revenue and capital funds for 2022/23 (as outlined at Appendix 6 of the report) be approved;

5.    That the delegation arrangements for Rochdale North Township Funds 2022/23 as detailed at 4.6 of the report be approved;

6.    That any uncommitted/unspent funds be reallocated to a central revenue or capital funding stream as appropriate before the end of January 2023 to enable Members to spend/commit all Rochdale North Township Funds during the 2022/23 financial year.

 

Reasons for the decision:
The management of the Rochdale North Township Fund was delegated to the Rochdale North Township Delegated Sub-Committee to determine. Rochdale North Township Funds were allocated to projects that benefitted the Township’s community and environment, and realised the Township priorities. The decision enables the Committee to monitor and review the use of the Rochdale North Township Funds to ensure continued efficient and effective use of the funds.
