Declarations of Interest

Members are required to declare any disclosable pecuniary, personal or personal and prejudicial interests they may have and the nature of those interests relating to items on this agenda and/or indicate if S106 of the Local Government Finance Act 1992 applies to them.   


Councillor Robinson declared a personal and prejudicial interest in funding application HP/06/20: Heywood Civic/The Phoenix Landscaping and she withdrew from the meeting during the consideration of this matter.


Urgent Items of Business

To determine whether there are any additional items of business which, by reason of special circumstances, the Chair decides should be considered at the meeting as a matter of urgency.


The Chair agreed to the consideration of an additional funding application, namely application HP/06/20: Heywood Civic/The Phoenix Landscaping, as a decision was required on this matter before the next ordinary meeting of the Committee.

To consider Heywood Township Funds 2020/2021

The Sub-Committee considered a report of the Director of Neighbourhoods which provided updated information on revenue and capital expenditure, commitments and balances of Heywood Township Funds 2020/2021 and to enable the Sub-Committee to consider the allocation of funds to proposed projects.


Alternatives considered: In considering the report, the Committee would consider whether or not to approve the allocation of funds to projects as appropriate


Decision: (1) That the expenditure, commitments and balances for Heywood Township revenue and capital funds as detailed in Appendix 1, 1A and 2 of the report be noted;

(2) That the decisions made under delegated authority, as detailed in Appendix 3 of the submitted report, be noted;

(3) That it be noted that the Townships and Communities Manager has assessed all of the proposed projects to be considered for funding against the criteria of eligibility for the Heywood Township Fund, the priorities of the Township and that any specific risks had been identified in the report;

(4) That the applications for Township Funds be dealt with as follows:

Kats Dance Group – ‘Showtime’

The application for funding be delegated to the Chair and Vice Chair of the Township Committee to determine after clarification on relevant costings for the scheme has been obtained from Link4Life.


Possabilities – ‘It’s a Kind of Magic’

The Committee approves in principle this application for funding and delegates authority to determine the application to the Chair and Vice Chair of the Township Committee.

Reason for decision:

Management of the Heywood Township Fund is a function that is delegated to Heywood Township Committee to determine. Heywood Township Funds are allocated to projects that benefit the Township’s community and environment and which will realise the Township priorities.
