Minute's Silence

Minutes:

The Committee observed a period of silence in respect of those who died or were seriously injured as a result of the terrorist attacks at Manchester Arena, London Bridge, Borough Market and Finsbury Park in London and in the Grenfell Tower fire tragedy.

3.

Declarations of Interests

Minutes:

In accordance with the Code of Conduct for Councillor and Voting Co-Opted Members declared personal interests in agenda item 8 - Middleton Township Funds 2017/18 as follows:-

Councillors Joinson, West and Peter Williams declared a personal interest in the funding applications relating to the Middleton Town Centre Management Company.

Councillor Neil Emmott declared a person interest in the funding application relating to Boardman Fold Road.

 

 

 

 

 

4.

Variation of order of Business

Minutes:

In accordance with the Council Procedure Rule 2.2 the Chair indicated that agenda items 5 - Objections to Traffic Regulation Order - Manchester Old Road, Middleton - would be considered before agenda item 3 - Minutes - and prior to all other business contained within the agenda thereafter.

Appointment of Vice Chair of Middleton Township Committee - 2017/18

The Township Committee is asked to appoint a Vice Chair for the 2017/18 Municipal Year, noting Councillor West’s appointment as Chair of the Township at the Annual Council meeting on 17th May 2017.

Minutes:

DECIDED – that Councillor Donna Williams be appointed Vice-Chair of the Middleton Township Committee for 2017/2018.

6.

Open Forum

Up to half an hour has been set aside for members of the public to raise any issues relevant to the business of the Committee and the Township.

Minutes:

The Senior Highways Officer updated the Committee with regard to the issues raised at the Open Forum relating to Birch Village at the meeting held on 23rd March 2017.

 

The Committee were advised of a meeting that had been held on 14th June 2017 between officers of Rochdale Highways Service, the Rochdale Conversation Officer, the Cabinet Member for Housing & Environment, Mr Louden, who had raised the questions in the Open forum, and a number of Birch Residents in order to discuss the traffic signal proposals for the area and a number of wider issues which had been raised. The Committee were informed that the Highways Service had agreed to produce a draft masterplan detailing the proposals for the long term aspirations of Birch Village which would provide a basis for further discussion with residents.

 

The following matters were raised in the open forum –

 

Proposed Traffic Regulation Order –Manchester Old Road

 

In response to questions regarding the proposed traffic regulation order on Manchester Old Road the Chair advised that a report on the proposed introduction of an extension to the existing prohibition of waiting restrictions on the north side of Manchester Old Road, opposite the junction of Boothroyden Road was to be considered by the Committee following the Open Forum.

 

Pershore Road Steps and Handrail

 

A resident requested that additional steps and handrail be installed on the grass bank leading to the pathway on Pershore Road, Hollin. The Townships & Engagement Officer undertook to forward the request to Rochdale Boroughwide Housing for a response.

 

Japanese Knotweed

 

A resident raised an issue regarding Japanese Knotweed which had overgrown the public footpath at the rear of the properties on York Road West. The Townships & Engagement Officer undertook to ensure that a written response would be provided to the query. 

           

7.

Objections to Traffic Regulation Order - Manchester Old Road, Middleton pdf icon PDF 835 KB

To consider objections to a proposed Traffic Regulation Order at Manchester Old Road, Middleton.

Minutes:

The Committee considered a report of the Director of Neighbourhoods that advised Members of objections and representations received in relation to a proposed introduction of a prohibition of waiting restrictions along Manchester Old Road, Middleton.

 

This Traffic Regulation Order was proposed as part of a road safety scheme along the route and was promoted to remove parking along the lengths of roads concerned, which affect visibility, the movement of through traffic and access.

 

In considering the report Members raised several concerns in relation to the proposed traffic regulation order.

 

DECIDED – that that consideration of the proposed traffic regulation order be deferred for further information and consultation with highways officers.

Langley Section 106 pdf icon PDF 100 KB

The attached report notifies the Township’s Members of the balance of s.106 Public Open Space contributions held in Middleton Township.

Minutes:

The Township Committee considered a report of the Director of Economy which set out the amount of Section 106 public open space monies accrued within Middleton Township as at 30th May 2017; and which sought approval for the allocation of funds from relevant Section106 receipts to fund open space improvements in West Middleton.

 

The recommendations in the report were presented as various reports relating to the setting up of procedures to monitor income and spend from planning agreements have been presented to relevant Council Committees since 2009. There had been broad Member support for improvements and greater transparency to be introduced to this process with the intention that a Township Committee should be able to determine any spend, in accordance with the terms of any legal agreements and/or relevant planning policies and to align the use of any monies in line with that Township’s priorities. Middleton Township Members had previously requested that all Section 106 open space funded schemes be approved by Members by way of a report to Township Committee. A similar process of reporting exists in the Borough’s other three Townships.

 

Alternatives considered: Section 106 open space contributions are collected and administered in accordance with national and local policy obligations, set out in the Council’s Supplementary Planning document, therefore no alternatives were considered.

 

DECIDED – That (1) the Committee notes the current resources held within Middleton Township’s Section 106 public open space budget;

(2) the Committee approves the allocation of £17,300 of open space contributions to fund the projects identified in the Director of Economy’s submitted report.

10.

Middleton Township Delegation Arrangements and Appointments 2017/18 pdf icon PDF 109 KB

The Township Committee to approve its delegation arrangements and to appoint to Sub-Committees and other bodies.

Minutes:

The Township Committee considered the report of the Acting Director of Resources which informed the Committee that at the start of each municipal year, the Committee is required to confirm its delegated decision making arrangements for the year as detailed in appendix 1 to the submitted report and to make appointments to Township Sub-Committees, (including the Chair and Vice Chair) and other bodies as detailed in Appendix 2 to the report.

 

The recommendations were presented to enable the Committee to confirm its delegated decision making arrangements for the 2017/2018 Municipal Year as required by the Council Constitution. The proper appointment of Sub-Committees were required to permit the undertaking of delegated functions in accordance with statutory and procedural requirements, and appointments to Working Groups and Other Bodies were required to enable the Township Committee to undertake and to respond to the full range of issues relevant to the Township.

 

Alternatives Considered: The Committee could choose not to appoint to sub-committees and undertake all delegated functions themselves, but this may have a detrimental impact on the ability to progress Township priorities or deal with urgent items of business. The Committee could choose to adopt alternative Sub-Committee arrangements.

 

DECIDED - that (1) the Sub-Committee structure of the Middleton Township Committee, comprising the Middleton Township Devolved Funding and Services Sub-Committee and the Middleton Township Delegated Sub-Committee be confirmed;

(2) the terms of reference of the Middleton Township Devolved Funding and Services Sub-Committee and the Middleton Township Delegated Sub-Committee, be approved;

(3) Appointments to Middleton Township Sub-Committees, Working Groups and other Bodies for 2017/2018 will be as follows:-

The Committee considered the report of the Director of Neighbourhoods which provided a review of revenue and capital expenditure during 2016/17 and provided options for the allocation of funds in 2017/18. The Committee were also requested to consider the Middleton Township Funds terms and conditions and delegation arrangements concerning funding decisions.

 

The recommendations were put forward as management of the Middleton Township Fund is delegated to the Middleton Township Devolved Funding and Devolved Services Sub-Committee. Middleton Township Funds are allocated to projects/schemes that benefit the Township’s community and environment and realise the Township priorities and to enable the Committee to monitor and review the use of the Middleton Township Funds to ensure continued efficient and effective use of Township Funds.

 

DECIDED – that (1) the expenditure, commitments and balances for Middleton Township revenue and capital funds at financial year end 2016/17 as detailed in Appendix 1 and 2 of the submitted report be noted;

(2) the findings of the review of Township Funds 2016/17 as detailed in Appendix 3 of the submitted report and feedback received to date for some of the projects funded during 2016/17 as detailed in Appendix 4 of the submitted report be noted;

(3) the allocation of Middleton Township Funds to funding streams in 2017/18 be approved as Option One for Revenue Funds and Option Two for Capital Funds as detailed in Appendix 5 of the submitted report;

(4) the terms and conditions for the Middleton Township revenue and capital funds for 2017/18 as detailed in Appendix 6 of the submitted report be approved;

(5) the delegation arrangements for Middleton Township Funds 2017/18 as detailed in paragraph 4.6 of the submitted report be approved.

The Sub-Committee considered the report of the Director of Neighbourhoods which provided an update on revenue and capital expenditure, commitments and balances of Middleton Township Funds 2017/18 and enabled the allocation of funds to proposed projects.

            (4) that the funding allocations for the projects as detailed in Appendix 4 of the submitted report and as tabled at the meeting be dealt with as follows:-
