The Sub- Committee to consider objections to the proposed Traffic Regulation Order, Borough of Rochdale ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No.142)

Minutes:

The Sub-Committee considered a report of the Director of Neighbourhoods advising of an objection received to the proposed Traffic Regulation Order for on street permits to be issued for disabled bay parking places as detailed within Traffic Regulation Order, Borough of Rochdale ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No.142).

Alternatives considered:

The report identified nine requests for individual on-street permit parking bays for use by disabled badge holders.  The Sub-Committee were requested to determine to approve or decline each of the proposed bays.

Decision:

That the proposed on-street permit parking bays principally for use by disabled badge holders detailed within Traffic Regulation Order, Borough of Rochdale ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No.142) be approved, with exception of the bay at Talbot Street, Milkstone & Deeplish Ward the east side from a point 45.5 m north of its junction with Kent Street for a distance of 5 m in a northerly direction, which was declined.

Reason for decision:

Applications and locations have been measured against the Council’s approved disabled parking policy and road safety criteria.

Objections to Proposed Traffic Regulation Order - Malvern Street West and Claremont Road, Rochdale pdf icon PDF 228 KB

The Sub-Committee to consider objections to the proposed Borough of Rochdale (Malvern Street West, Rochdale) (Prohibition of Driving) Order and the Borough of Rochdale ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No. 141)

Minutes:

The Sub-Committee considered a report by the Director of Neighbourhoods advising of objections received to the advertised Traffic Regulation Order Borough of Rochdale (Malvern Street West, Rochdale) (Prohibition of Driving) Order and the Borough of Rochdale ((Civil Enforcement of Traffic

Contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No. 141); at Malvern Street West and Claremont Road, Rochdale.

Alternatives considered:

The Committee could consider recommending that the proposal be amended or abandoned. Should Committee decide not to introduce the restrictions proposed then the issues with through traffic movements and parked vehicles, which were reported to Rochdale Township, will not be addressed.

Decision:

That Traffic Regulation Order Borough of Rochdale (Malvern Street West, Rochdale) (Prohibition of Driving) Order and the Borough of Rochdale ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No. 141); at Malvern Street West and Claremont Road, Rochdale; be approved.

Reason for decision:

To stop the use of Malvern Street West as a ‘through route’ between Bury Road and Sandy Lane. Motorists using the short cut often did so travelling at higher speeds.

Minutes:

The Sub-Committee considered a report from the Director of Neighbourhoods advising of objections received to the advertised Traffic Regulation Order Borough of Rochdale ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No.132) at Ings Lane, Rochdale.
