There were no declarations of interests.

To determine whether there are any additional items of business which, by reason of special circumstances, the Chair decides should be considered at the meeting as a matter of urgency.

The Chair advised of an additional item of business which had been submitted for consideration, namely an application for funding from the Rochdale Township Fund (reference - TC/19/20), for access off Rooley Moor Road leading to the former TBA Site (formerly known as Woodland Road), Rochdale.

To consider the Minutes of the meeting of Rochdale North Township Delegated Sub-Committee held 10^th March 2020.

Resolved:

That the minutes of the meeting of the Rochdale North Township Delegated Sub-Committee held on 10^th March 2020 be approved and signed by the Chair as the correct record.

To consider various applications for assistance from the Rochdale North Township Fund.

The Sub-Committee considered a report of the Director of Neighbourhoods which updated Members on the revenue and capital expenditure commitments and balances of Rochdale North Township Fund 2020/2021, to enable the Sub-Committee to allocate funds to proposed projects.

The Sub-Committee were asked to note the expenditure, commitments and balances of Rochdale North Township Funds 2020/2021, as detailed in Appendices 1 and 2 of the submitted report, the decisions made under delegated authority, as detailed at Appendix 3 to the submitted report, and to consider and approve, defer or refuse the allocation of funds to proposed projects detailed in Appendix 4 of the submitted report. Members of the Rochdale North Township Action and Resources Delegated Sub-Committee were requested to note that the Townships and Communities Manager had assessed all of the proposed projects that were considered for funding against the criteria of eligibility for Rochdale North Township Fund projects and any specific risks were identified within the report.

In considering applications for funding Members of the Committee sought clarification of the funding arrangements for the Township’s Fund in 2020/2021 and beyond, following a review of Township funding arrangements, for all five of the Council’s Townships, at a recent meeting of the Council’s Cabinet. It was recommended that this matter should be pursued by the Corporate Overview and Scrutiny Committee during consideration of the regular Financial Update reports submitted to that Scrutiny Committee by the Chief Finance Officer.

Members expressed concerns at the fees and other associated costs that were included in the project brief costs for certain applications for funding that were being considered at this, and previous, meetings of the Sub-Committee. In this regard it was suggested that the Head of Highways be requested to submit a report, to a future meeting of Rochdale North Township Committee clarifying and explaining the various project fees and other associated costs.

In addition the Sub-Committee was being asked to approve an addition 8(c) to the terms and conditions for Rochdale North Township revenue and capital funds for 2020/2021, which was detailed at Appendix 5 of the submitted report, which would …’source items to be purchased with the grant from local suppliers and services whenever possible to support the local economy.’

Alternatives considered - in considering the report, Members were asked to decide whether or not to approve the allocation of funds to projects/schemes as appropriate.

Resolved:

1. That the expenditure, commitments and balances of the Rochdale Township Funds 2019/20, as detailed in Appendices 1 and 2 of the submitted report be noted;

2. That the decisions made under delegated authority as detailed in Appendix 3 of the submitted report be noted;

3. That the Townships and Communities Manager, in consultation with the

Chair, Vice Chair and opposition spokesperson of the Sub-Committee, be given delegated authority to make decisions on any deferred projects;
