Apologies for absence were received from Councillor Allonby, Councillor Burke, Councillor Rowbotham and Councillor Peter Williams.

Declarations of Interest

Minutes:

Councillor Wolf declared an interest in the submitted funding application 3A – Bowlee Family Fete and did not take part in the discussion or decision.

Urgent Items of Business

To determine whether there are any additional items of business which, by reason of special circumstances, the Chair decides should be considered at the meeting as a matter of urgency.

Minutes:

The Chair advised that she had accepted a number of additional applications for Township Funding onto the Agenda, which had been published on the Council website and circulated to Members.

 

In addition, there was a late application relating to floodlights at Demesne Community Centre that had also been included with the Agenda.

That the Minutes of the meeting of the Middleton Township Devolved Funding and Devolved Services Sub-Committee held on 14th July 2022 be approved and signed as a correct record.

Proposal for Township Based and Funded Environmental Deployable CCTV pdf icon PDF 147 KB

To consider a proposal relating to Township based and funded environmental deployable CCTV.

Minutes:

The Sub-Committee considered the report of the Director of Neighbourhoods which provided an update the proposal for Township based and funded environmental deployable CCTV.

 

In considering the submitted report, the Sub-Committee were also provided with an update relating to additional CCTV cameras being installed across the Township and noted that a further, more detailed report would be presented to the next meeting of the Middleton Township Committee.

 

Sub-Committee Members were minded to retain the funding that had previously been allocated towards deployable CCTV cameras to enable further investigation into feasible alternatives.

 

Alternatives considered:

In considering the report, Members will decide whether or not to agree with the purchase of an additional environmental deployable CCTV camera to extend the trial and the decommitment of Middleton Township Funds.

 

Resolved:

1.    That it be noted that Environmental Management propose to finance an additional deployable CCTV camera to extend the trial. This camera will be deployed to hotspot areas within the borough using the data gathered through their operational system (Alloy). Township Sub-Committees will be kept updated, consulted on where required with progress via the Overview and Scrutiny Study Group updates.

2.    That the £28,446 committed towards deployable CCTV cameras be retained as previously allocated, to enable further investigation into feasible alternatives.

To retain the funding committed for deployable CCTV cameras, to enable further investigation into feasible alternatives.

The Sub-Committee considered the report of the Director of Neighbourhoods which provided an update on revenue and capital expenditure, commitments and balances of Middleton Township Funds 2022/23 and to enable the Sub Committee to consider the allocation of funds to proposed projects.

 

Alternatives considered:

In considering the report, Members could decide whether or not to approve the allocation of funds to projects.

 

Resolved:

 

1.    That the expenditure, commitments and balances for Middleton Township revenue and capital funds as detailed in Appendix 1 and 2 of the report be noted;

 

2.    That it be noted that the Townships & Communities Manager has assessed proposed projects to be considered for funding against the criteria of eligibility for the Middleton Township Fund, the priorities of the Township and that any specific risks had been identified in the report;

Reasons for the decision:

Management of the Middleton Township Fund is delegated to the Middleton Township Devolved Funding & Devolved Services Sub Committee.

 

Middleton Township Funds are allocated to projects that benefit the Township’s community and environment, and realise the Township priorities.

 

To enable the committee to monitor and review the use of the Middleton Township Funds to ensure continued efficient and effective use of the funds.
