In accordance with Council Procedure Rule 25.1, the Chair indicated that there were three additional items of business to be considered, namely the applications from the Bamford Road Allotment Society, Walter Lomax - Friends of Queensway and the Christmas Festival Events. The grounds for urgency for the applications were that the Sub-Committee were required to make determination thereon prior to the next scheduled meeting of the Sub-Committee.
Members must indicate at this stage any items on the agenda in which they must declare an interest. Members must verbally give notice of their interest at the meeting and complete the form attached with this agenda.
Members are also advised to take advice with regard to any matter where there is potential bias or predetermination in any business to be considered at the meeting and whether they should take part in decision making at the meeting.
Members are reminded that, in accordance with the Localism Act 2011 and the Council's adopted Code of Conduct, they must declare the nature of any discloseable pecuniary interest; personal interest and/or prejudicial interest required of them and, in the case of any discloseable pecuniary interest or prejudicial interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.
In accordance with the Council's Code of Conduct, Councillor Dutton, declared a personal interest in agenda item 3 (Heywood Township Funds – Community Outreach Gazebos application and the Heywood Traffic Regulation Order),
DECIDED – that the minutes of the meeting of the Heywood Township Delegated Sub-Committee held on the 1st July 2014 be approved as a correct record.
The Sub-Committee considered a report of the Acting Chief Executive which updated Members on the revenue and capital expenditure, commitments and balances of Heywood Township Funds 2014/2015, and which enabled Members to allocate funds to proposed schemes.
The recommendations were presented as the management of the Heywood Township Fund is a function delegated to the Heywood Township Delegated Sub-Committee.
Heywood Township Funds are allocated to projects/schemes that benefit the Township’s community and environment, and realise the Township’s priorities. The recommendations would also enable the Sub-Committee to monitor and review the use of the Heywood Township Funds to ensure their continued efficient and effective use of Township Funds.
Alternatives considered: There were no alternatives considered. In considering the report and additional applications reported at the meeting, Members have delegated authority whether or not to approve the allocation of funds to projects/schemes as appropriate.
DECIDED – that(1) the expenditure, commitments and balances for Heywood Township Revenue and Capital Funds, as outlined in appendices 1, 2 and 2A of the report be noted;
(2) The decisions made under delegated authority as outlined in appendix 3 of the submitted report be noted;
(3) it be noted that the Lead Township Officer had assessed the proposed projects to be considered for funding, against the criteria of the Heywood Township Fund, priorities of the Township Plan and any specific risks had been identified, (as detailed in Appendix 4 of the submitted report;
(4) applications for Township Funds, outlined in appendix 4 of the submitted report); and as, verbally updated by the Township Management Officer, be dealt with as follows:-
(a) £2,470 be approved from the Project Fund for the Art and Soul support group;
(b) The application for the Heywood Civic Centre Wi-fi be deferred to a future meeting of the Sub-Committee, pending receipt of further information regarding community usage;
(c) The application for a Traffic Regulation Order at Taylor Street be declined;
(d) 12% of the total amount requested, be approved from the Project Fund for the Shopmobility Replacement Scooter, on the condition that other Townships agree to pay proportionate amounts;
(e) £500 be approved from the Project Fund for the Borough Skills Event 2015;
(f) £280 be approved from the Project Fund for the Community Outreach Gazebos;
(g) £15,000 be approved from the Project Fund for the Heywood Activities Partnership;
(h) The application for the Bamford Road Allotment Society be delegated to the Chair and Vice Chair to determine as appropriate;
(I) £480 be approved from the Project Fund for Walter Lomax – Friends of Queensway;
(J) The application for the Middleton Road Pedestrian Guard Rail be deferred to a future meeting of the Sub-Committee, pending an enquiry by Councillor Beswick into whether the funds should be paid from the Corporate Budget;
(K) The application for the Replacement planter near Heywood Library and Civic Centre be declined;
