In accordance with Council Procedure Rule 25.1, the Chair indicated that there was one additional item of business to be considered (agenda item 3), namely the application for funding from the Heywood Business Group, for a Heywood 1940’s Event - 2015. The grounds for urgency were that the Sub-Committee were required to make a determination thereon prior to the next scheduled meeting of the Sub-Committee.
Members must indicate at this stage any items on the agenda in which they must declare an interest. Members must verbally give notice of their interest at the meeting and complete the form attached with this agenda.
Members are also advised to take advice with regard to any matter where there is potential bias or predetermination in any business to be considered at the meeting and whether they should take part in decision making at the meeting.
Members are reminded that, in accordance with the Localism Act 2011 and the Council's adopted Code of Conduct, they must declare the nature of any discloseable pecuniary interest; personal interest and/or prejudicial interest required of them and, in the case of any discloseable pecuniary interest or prejudicial interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.
Councillor Robinson declared a personal and prejudicial interest in Agenda item 3 (Heywood Civic Wi-fi) insofar as a family member is employed by Link4Life and she left the room during the consideration of this item.
DECIDED – that the minutes of the meeting of the Heywood Township Delegated Sub-Committee held on 2nd December 2014 be approved as a correct record subject to the following amendments:
Substitute the word “Queensway” to “Queens Park” in relation to the resolution for Minute 30 item I.
Substitute the word “Capital” to “Events” in relation for the resolution for Minute 30 item L.
Substitute the words “the Council are included in the planning of Events to ensure that Council dignitaries are involved and Council traditions are upheld” with “The Civic duties be performed by the Mayor, Township Chair or whoever the Township Committee deems appropriate” in relation to Minute 30 item L.
The Sub-Committee considered a report of the Chief Executive which updated Members on the revenue and capital expenditure, commitments and balances of Heywood Township Funds 2014/2015, and which enabled Members to allocate funds to proposed schemes.
The recommendations were presented as the management of the Heywood Township Fund is a function delegated to the Heywood Township Delegated Sub-Committee.
Heywood Township Funds are allocated to projects/schemes that benefit the Township’s community and environment, and realise the Township’s priorities. The recommendations would also enable the Sub-Committee to monitor and review the use of the Heywood Township Funds to ensure their continued efficient and effective use of Township Funds.
Alternatives considered: There were no alternatives considered. In considering the report and additional applications reported at the meeting, Members have delegated authority whether or not to approve the allocation of funds to projects/schemes as appropriate.
The Committee received representations from the applicant in respect of the Heywood 1940’s Event 2015.
The Township Officer reported that the Art and Soul Support Group (who were granted £2,470 at the last meeting of the Sub-Committee), had expressed their gratitude to the Heywood Delegated Sub-Committee for the funds.
Members requested that the Township Officer provide a breakdown of allocation-expenditure and balance remaining, per ward at all future Heywood Township Delegated Sub-Committee meetings.
The Committee requested that at future meetings of the Sub-Committee, the Township Officer be requested to invite applicants to attend Committee meetings for the consideration of their application for funds, to allow members to ask questions, seek clarification, and request further information before approval be given.
DECIDED – that (1) the expenditure, commitments and balances for Heywood Township Revenue and Capital Funds, as outlined in appendices 1, 2 and 2A of the report be noted;
(2) The decisions made under delegated authority as outlined in appendix 3 of the submitted report be noted;
(3) it be noted that the Lead Township Officer had assessed the proposed projects to be considered for funding, against the criteria of the Heywood Township Fund, priorities of the Township Plan and any specific risks had been identified, (as detailed in Appendix 4 of the submitted report;
(4) applications for Township Funds, outlined in appendix 4 of the submitted report); and as, verbally updated by the Township Management Officer, be dealt with as follows:-
(a) £1,803.20 be approved from the Project Fund for the Heywood Civic Centre Wi-fi;
(b) £1,000 be approved from the Capital Fund for the Middleton Road Pedestrian Guard Rail.
(c) £8,000 be approved from the Events Fund for the Heywood 1940’s Event 2015 and the applicant be requested to provide the Committee details outlining the events provided, including invoices and a breakdown of a costs incurred for 2014 and 2015.
(5) DECIDED – that the Township Officer provide a breakdown of allocation-expenditure and balance remaining, per ward, at all future Heywood Township Delegated Sub-Committee meetings.
