Councillor Dutton declared a disclosable personal interest in an application for funding as a member of Heywood Charities Fate Committee towards costs for the event.

DECIDED – That the minutes of the meeting of the Heywood Township Delegated Sub-Committee held on 24th March 2015 be approved as a correct record.

The Sub-Committee considered a report of the Chief Executive which updated Members on the revenue and capital expenditure, commitments and balances of Heywood Township Funds 2015/16, and which enabled Members to allocate funds to proposed schemes.


The recommendations were presented as the management of the Heywood Township Fund is a function delegated to the Heywood Township Delegated Sub-Committee.


Heywood Township Funds are allocated to projects/schemes that benefit the Township’s community and environment, and realise the Township’s priorities. The recommendations would also enable the Sub-Committee to monitor and review the use of the Heywood Township Funds to ensure their continued efficient and effective use of Township Funds.


Alternatives considered: There were no alternatives considered. In considering the report and additional applications reported at the meeting, Members have delegated authority whether or not to approve the allocation of funds to projects/schemes as appropriate.


The Sub-Committee received representations from applicants who addressed the Sub-Committee in relation their applications.


DECIDED – that (1) the expenditure, commitments and balances for Heywood Township Revenue and Capital Funds, as outlined in appendices 1, 1A,  2 and 2A of the report be noted;

(2) The decisions made under delegated authority as outlined in appendix 3 of the submitted report be noted;

(3) it be noted that the Lead Township Officer had assessed the proposed projects to be considered for funding, against the criteria of the Heywood Township Fund, priorities of the Township Plan and any specific risks had been identified, (as detailed in Appendix 4 of the submitted report);

(4) applications for Township Funds, as outlined in appendix 4 of the submitted report, be dealt with as follows –

a) Darnhill Kickpitch (HP/07/15), £4200 approved towards costs including lighting;

b) Summit Estate 20mph scheme (HTC/01/15), £600 be approved from the Township Projects Fund for speed surveys to be undertaken, with the results and recommendations reported back to a future meeting of this Sub-Committee;

c)  Litter Bins (HTC/07/15), £1930 be approved for the purchase and installation of litter bins within the Township;

d) Merrick Street Lighting Scheme (HTC/02/15), £400 be approved from the Township Projects Fund for a survey with the results reported at a future meeting of this Sub-Committee;

e) Withington Street Bollards (HTC/03/15), £1125 be approved for the installation of eight bollards on Withington Street, Heywood;

f) Melton Close verge (HP/08/15), £950 be approved for the removal of one tree, the grinding of roots and soiling and seeding of the area;

g) Model Railway Village (HP/02/15), £2000 be approved for the refurbishment and building of railways layouts;

h) Heywood Charities Fete (HP/03/15), £3500 be approved towards costs for the annual event in Queens Park;

i) Sandon House Community Café (HP/05/15), £1742.90 be approved towards the costs of kitchen equipment;

j) Heywood Town Centre Planter (HT/01/15), £1800 be approved for the purchase and installation of a planter from the Heywood Township Town Centre Fund;
