In accordance with Council Procedure Rule 25.1, the Chair indicated that there were three additional items of business to be considered, namely the applications from the Music Extravaganza– A tribute to the legends, Clean and Green project and a provisional application from Churches Together - the longest reigning monarch celebrations. The grounds for urgency for the applications were that the Sub-Committee were required to make determination thereon prior to the next scheduled meeting of the Sub-Committee.

Members are also advised to take advice with regard to any matter where there is potential bias or predetermination in any business to be considered at the meeting and whether they should take part in decision making at the meeting.


Members are reminded that, in accordance with the Localism Act 2011 and the Council's adopted Code of Conduct, they must declare the nature of any discloseable pecuniary interest; personal interest and/or prejudicial interest required of them and, in the case of any discloseable pecuniary interest or prejudicial interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.

Councillor Rush declared a disclosable personal interest in relation to application HT/02/15 (music Extravaganza – Ambassadors, a tribute to the legends) as he is a member of Friends of Queens Park and therefore did not take part in the discussion or vote.

The Sub-Committee considered a report of the Chief Executive which updated Members on the revenue and capital expenditure, commitments and balances of Heywood Township Funds 2015/16, and which enabled Members to allocate funds to proposed schemes.

 The recommendations were presented as the management of the Heywood Township Fund is a function delegated to the Heywood Township Delegated Sub-Committee.

 Heywood Township Funds are allocated to projects/schemes that benefit the Township’s community and environment, and realise the Township’s priorities. The recommendations would also enable the Sub-Committee to monitor and review the use of the Heywood Township Funds to ensure their continued efficient and effective use of Township Funds.

 Alternatives considered: There were no alternatives considered. In considering the report and additional applications reported at the meeting, Members have delegated authority whether or not to approve the allocation of funds to projects/schemes as appropriate.

 The Sub-Committee received representations from applicants who addressed the Sub-Committee in relation their applications.

DECIDED – That(1) the expenditure, commitments and balances for Heywood Township Revenue and Capital Funds, as outlined in appendices 1, 1A,  2 and 2A of the report be noted;

(2) The decisions made under delegated authority as outlined in appendix 3 of the submitted report be noted;

(3) It be noted that the Lead Township Officer had assessed the proposed projects to be considered for funding, against the criteria of the Heywood Township Fund, priorities of the Township Plan and any specific risks had been identified, (as detailed in Appendix 4 of the submitted report);

(4) Applications for Township Funds, as outlined in appendix 4 of the submitted report, be dealt with as follows –

a) Application HP/11/15 – Assertive Outreach project be declined.

b) £1,200 be approved from the Events Fund for application HP/12/15 – Recovery Republic CIC 3rd Year Anniversary Awareness.

c) Application HP/13/15 – Little Monkeys Charity Shop Awareness had been withdrawn.

d)  £4,000 be approved from the Events Fund for application HE/01/15 – Heywood Christmas Festival 2015.

e) £2,500 be approved from the Events Fund for application HE/02/15 – Music Extravaganza, a tribute to the legends.

f) The application from Churches Together for the longest serving monarch celebrations be declined.

g) The application to extend the Clean and Green team project be approved from the Project Fund and the negotiation in relation to the contract be delegated to Chair, Vice Chair and Councillor Beswick (Cabinet Member – Housing and Environment).

h) The Township Manager be requested to purchase a card from the Township Fund for Father Paul Daly’s  25th Anniversary of Priesthood Celebrations and also a bunch of Flowers for the widow of Tony McSparran.
