In accordance with the Council’s Code of Conduct, Councillor Dutton declared a disclosable personal interest in relation to agenda item 3, Hamer Street Parking Restrictions, insofar as a relative manages the Crown Inn.   He left the room during consideration of this item taking no part in the discussions or voting on this matter, vacating the Chair in favour of Councillor McCarthy (in the absence of Vice Chair Susan Emmott who had sent her apologies). 


Councillor Rush declared a disclosable personal interest in relation to agenda item 3, Heywood Remembrance Sunday Event 2015 insofar as he is an Honorary Veteran.  He left the room during consideration of this item, taking no part in the discussions or voting on this matter.

The Sub-Committee considered a report of the Chief Executive which updated Members on the revenue and capital expenditure, commitments and balances of Heywood Township Funds 2015/16, and which enabled Members to allocate funds to proposed schemes.

The recommendations were presented as the management of the Heywood Township Fund is a function delegated to the Heywood Township Delegated Sub-Committee.

Heywood Township Funds are allocated to projects/schemes that benefit the Township’s community and environment, and realise the Township’s priorities. The recommendations would also enable the Sub-Committee to monitor and review the use of the Heywood Township Funds to ensure their continued efficient and effective use of Township Funds.

Alternatives considered: There were no alternatives considered. In considering the report and additional applications reported at the meeting, Members have delegated authority whether or not to approve the allocation of funds to projects/schemes as appropriate.

The Sub-Committee received representations from applicants who addressed the Sub-Committee in relation their applications.

The Townships and Engagement Officer confirmed that £2,000 was available for the two armed forces projects raised by Councillor McCarthy.

DECIDED – That(1) the expenditure, commitments and balances for Heywood Township Revenue and Capital Funds, as outlined in appendices 1, 1A, 2 and 2A of the report be noted;

(2) The decisions made under delegated authority as outlined in appendix 3 of the submitted report be noted;

(3) It be noted that the Lead Township Officer had assessed the proposed projects to be considered for funding, against the criteria of the Heywood Township Fund, priorities of the Township Plan and any specific risks had been identified, (as detailed in Appendix 4 of the submitted report);

(4) Applications for Township Funds, as outlined in appendix 4 of the submitted report, be dealt with as follows:–

a) £2,150 be approved from the Capital Fund for application HTC/04/15 – Heap Street Verge Removal.

b) Application HTC/05/15 be withdrawn following a verbal update from the Chair informing members that The Leader of the Council had agreed for the funding to be met from the central budget.

c) Application HTC/06/15 – Hamer Street Parking Restrictions be deferred to a future meeting of this Committee pending a report in relation to safety issues from the Council’s Highways Department.

d) £8,400 be approved (subject to the approval from Rochdale Township for the remaining £8,400) for application HTC/07/15 – Bury and Rochdale Old Road, road marking and signing scheme.

e) £1,604,50 (Option 3) be approved (to include costs for any additional wreaths) from the Events Fund for application HE/04/15 – Heywood Remembrance Sunday Event 2015.

f) £8,000 (comprising of £7,904 from the Town Centre Fund and £96 from the Events Fund) be approved for application HT/05/15 – Heywood 1940’s Event 2016.
