DECIDED – that the Minutes of the meeting of the Heywood Delegated Sub-Committee held on 4th October 2016 be approved as a correct record.

The Townships & Engagement Officer advised of an additional application for funds from the Heywood Foodbank and of an award of £77 being made under delegated powers towards the Notice Board at Heywood Cemetery.

The Sub-Committee considered the report of the Director of Neighbourhoods which provided an update on revenue and capital expenditure, commitments and balances of Heywood Township Funds 2016/17, and to enable Members to allocate funds to proposed schemes.


The recommendations were put forward as the management of the Heywood Township Fund is delegated to the Heywood Township Delegated Sub Committee.


Heywood Township Funds are allocated to projects that benefit the Township’s community and environment, and realise the Township priorities. Also, to enable the Sub-Committee to monitor and review the use of the Heywood Township Funds to ensure continued efficient and effective use of Township Funds.


In terms of alternatives, in considering the report, Members will decide whether or not to approve the allocation of funds to projects as appropriate.


DECIDED – (1) that the expenditure, commitments and balances for Heywood Township revenue and capital funds as detailed in Appendix 1, 1A and 2 of the submitted report be noted;

            (2) that the decisions made under delegated authority, including the £77 allocated to the Heywood Cemetery Notice Board (HP32/16) since the report had been published and as detailed in Appendix 3 of the submitted report be noted;

            (3) that it be noted that the Principal Townships Officer has assessed proposed projects to be considered for funding against the criteria of the Heywood Township Fund, priorities of the Township and any specific risks have been identified (information detailed in Appendix 4 of the submitted report);

            (4) that funds be allocated to the proposed projects as detailed in Appendix 4 to the submitted report and as advised at the meeting as follows:-

The Sub-Committee considered the report of the Director of Neighbourhoods which provided an update on the community centre monitoring process for 2016 and to inform Members of the information received for quarter one (April, May and June) and quarter two (July, August and September).


The recommendation was put forward as community centres are delivering in relation to the Public Health indicators. Public Health team are satisfied and impressed with the work/activities being delivered by community centres.


DECIDED – that (1) the report be noted;

(2) that the current monitoring arrangements for community centres be continued.
