Declarations of Interest

Members are required to declare any disclosable pecuniary, personal or personal and prejudicial interests they may have and the nature of those interests relating to items on this agenda and/or indicate if S106 of the Local Government Finance Act 1992 applies to them.   


Councillor Rush declared a pecuniary interest in submitted applications for funding as contained within agenda item 6, namely applications from Heywood Food Bank (HP/07/18); Heywood Charities Fete 2018 (HP/13/18); Sandon House Community Centre Insulation Upgrade (HTC/07/18).


Councillor Dutton declared a pecuniary interest in the application from Heywood Charities Fete 2018 (HP/13/18).


Urgent Items of Business

To determine whether there are any additional items of business which, by reason of special circumstances, the Chair decides should be considered at the meeting as a matter of urgency.


The Committee were advised that three additional applications for funding from the Heywood Township Funds had been received from the following:

·       Rochdale Hornets Sporting Foundation,

·       Roch Valley Raiders BMX Club,

·       RBC Highways for a Traffic Regulation Order in the Town Centre Car Parks.


The grounds for urgency on each application being that the event took place before the next meeting of the Sub-Committee.

To consider the Minutes of the meeting of Heywood Township Delegated Sub-Committee held 19th October 2017


Further to minute 13 (4) – HTC/06/17 – Berwick Close Grass verge – of the meeting held on 19th October 2017. Members of the Committee requested an amendment for the minute to read as follows:


HTC/06/17 – Berwick Close Grass verge replacement.

To approve the allocation of £25,500 from the Township Capital Fund 2017/18, on condition that the Guinness Trust confirm their acceptance that they will maintain the site thereafter.  Should no confirmation be received by the meeting of the Heywood Township Committee meeting on 8th October 2018, that the decision falls and the funds revert back to the Heywood Township Capital fund for reallocation.  


Resolved: That with the amendment detailed above that the minutes of the meeting of Heywood Township Delegated Sub-Committee held on 19th October 2017 be approved as a correct record.

The Sub-Committee considered the report of the Director of Neighbourhoods which provided an update on revenue and capital expenditure, commitments and balances of Heywood Township Funds 2018/19 and to enable the Sub-Committee to consider the allocation of funds to proposed projects.


Alternatives considered: In considering the report, Members would consider whether or not to approve the allocation of funds to projects as appropriate.


Decision: (1) That the expenditure, commitments and balances for Heywood Township revenue and capital funds as detailed in Appendix 1, 1A and 2 of the report be noted;

(2) That decisions made under delegated authority as detailed in Appendix 3 of the report be noted;

(3) That it be noted that the Townships and Communities Manager has assessed proposed projects to be considered for funding against the criteria of eligibility for the Heywood Township Fund, the priorities of the Township and that any specific risks had been identified in the report;

(4) That the applications for Township Funds be dealt with as follows:
