Members are requested to approve the Minutes of the Heywood Township Delegated Sub-Committee meeting held on Monday 1 August 2022. Minutes: The Sub-Committee gave consideration to the minutes of the meeting held on 1st August 2022.
Members reiterated that a loop and microphone system needed to be in place at the Old Police Station in Heywood, to ensure that the meeting room was accessible to all members of the public and meeting attendees. Members asked Committee Services to address this request.

Prevention Strategy and Helpline To consider a presentation of the Public Health representative on Rochdale Borough’s prevention strategy and a new helpline service. Minutes: The Sub-Committee received a presentation of the Public Health representatives on Rochdale Borough’s prevention strategy and a new helpline service.
The Director of Public Health accompanied by the Public Health Specialist and the Public Health and Outbreak Officer attended the meeting to present the information and to address the questions of the Sub-Committee.
Officers informed of how the Council worked with partner organisations and residents to improve factors that influenced people’s health and wellbeing such as good relationships in a good home, sufficient income, learning opportunities, culture and social life, having an active life and other aspects which contributed to people’s ability to live a happier life and to be resilient when problems occurred.
Officers highlighted how the prevention strategy was built on the learning from the pandemic and how different organisations had come together in their role to support people through listening and acting on what mattered to them.
Officers informed that conversations between the Council and partner organisations about a prevention network had started in Heywood in July 2022, to look at a Helpline/single point of access to connect people with advice, information and support (e.g.: loneliness, volunteering, cost of living).
Members commented on the word “Neighbourhoods” and how this term did not reflect local communities. Officers clarified that “Neighbourhoods” was the term used in the national prevention model and that officers were actively working to implement that model in the five townships in the Borough, to ensure that local communities were supported in a way that considered the resources as well as the needs of a specific area.
Resolved that the Prevention Strategy and Helpline be noted.

Heywood Township Funds 2022/23 To receive information in relation to the Heywood Township funds for 2022/23 and consider applications for funding. Additional documents:
Minutes: The Sub-Committee gave consideration to a report of the Townships and Communities Manager which provided an update on revenue and capital expenditure, commitments and balances of Heywood Township Funds 2022/23, and to enable the allocations of funds to proposed projects.
Alternatives considered:
Resolved: 1. That the expenditure, commitments and balances of the Heywood Township Funds Revenue and Capital Funds as detailed in appendices 1, 1A and 2 of the submitted report be noted; 2. That the decisions made under delegated authority as detailed in Appendix 3 of the submitted report be noted; 3. That it be noted that the Townships and Communities Manager has assessed the proposed projects to be considered for funding against the criteria of eligibility for the Heywood Township Fund, the priorities of the Township and any specific risks have been identified within the report; 4. That the Townships and Communities Manager, in consultation with the Chair and Vice Chair of the Sub-Committee, be given delegated authority to make decisions on any deferred projects; 5. That applications for Heywood Township Funds 2022/2023, as outlined at Appendix 4 of the submitted report, be dealt with as follows:
Reasons for the decision: Management of the Heywood Township Fund is delegated to the Heywood Township Delegated Sub-Committee.
Heywood Township Funds are allocated to projects that benefit the Township’s community and environment, and realise the Township priorities.
To enable the committee to monitor and review the use of the Heywood Township Funds to ensure continued efficient and effective use of the funds. |
