Resolved: That the minutes of the Heywood Township Delegated Sub-Committee meeting held on 11th March 2024 be approved as a correct record.

The Sub-Committee gave consideration to a report which provided an update on revenue and capital expenditure, commitments and balances of Heywood Township Funds 2024/25 to assist the allocation of funds to proposed projects.

 

Alternatives considered

 

Not to allocate funds to the proposed projects - this option was not recommended as Heywood Township funds were available to allocate to projects that benefitted Heywood community and environment.

 

Resolved:

 

  1. That the expenditure, commitments and balances of the Heywood Township Revenue and Capital Funds, as detailed in Appendices 1, 1A and 2 of the report, be noted.

 

  1. That the decisions made under delegated authority, as detailed in Appendix 3 of the report be noted.

 

  1. That the Sub-Committee noted that the Head of Townships and Libraries had assessed the proposed projects to be considered for funding against the criteria of eligibility for the Heywood Township Fund, the priorities of the Township and any specific risks had been identified within the report.

 

  1. That the Head of Townships and Libraries, in consultation with the Chair and Vice Chair of Heywood Township Committee, be given delegated authority to make decisions on any deferred projects.

 

  1. That applications for Heywood Township Funds 2024/2025 as outlined at Appendix 4 of the report be dealt with as follows:

for an annual event to be held in Queen's Park, Heywood on 1st September 2024.

Heywood Christmas Lights Switch On 2024

 

Approval -£5,258  delegated to support

Heywood Christmas lights switch on event on 16th November 2024.  The event is organised by Heywood Business Group to promote the  town as a destination for leisure, recreation and shopping.

 

It was agreed to request the Director of Corporate Services waive the £400 Council road and car park fee.

Approved - £16,047 to support Heywood 1940s Day 2025 to be held on 21st June 2025.

1st Heywood Scouts Trip to Kandersteg International Scout Camp, Switzerland

 

Approved - £2,550 to support a Scout trip to visit and experience an international scout camp, in Kandersteg Switzerland.

 

It was requested that the Scout group provide a presentation about the trip to a future Heywood Township meeting.

Trainee Teacher Programme

 

 

Approved - £2,175 to support students with the opportunity to participate in a dance teacher programme facilitated by the Kat Dance Events and Community Team.

PossAbilities Christmas extravaganza

Approved - £5,000 to support the celebration of PossAbilities 10th anniversary with a Christmas extravaganza on Friday 6 December 2024 at the Cherwell Centre in Heywood.

Community Sewing Classes

 

Approved - £ 1,055 to the Nigerian Community Association to purchase sewing machines, accessories and material.

 

Reasons for the decisions:

 

Management of the Heywood Township Fund was delegated to the Heywood Township Delegated Sub-Committee.

 

Heywood Township Funds were allocated to projects that benefitted the Township’s community and environment, and realised the Township priorities.
