Pennine Care NHS Foundation Trust Presentation PDF 1 MB To consider a presentation from the Chief Executive, Pennine Care NHS Foundation Trust. Minutes: The Chair welcomed attendees to the meeting and invited the Chief Executive of Pennine Care NHS Foundation Trust, Anthony Hassall, to begin the presentation.
Financial Update
The Chief Executive reported that the Greater Manchester Integrated Care System had submitted the final revenue and capital plans on 4 May 2023. A balanced plan had been submitted, however there was a system risk of £130million. Pennine Care NHS Foundation Trust had submitted a breakeven plan.
Members were informed that there was a value improvement (efficiency) target of £11.4million (4.8%) of which £4.3million was recurrent.
The total cost improvement programme (CIP) in 2023/24 would equate to 4% of the operating expenditure, of which 38% would be recurrent and 62% would be non-recurrent.
£2.7million would be invested over the next five years into digital schemes such as EPR, Civica, EPMA and IT Networks. The investment would result in the delivery of key projects to improve the Trust’s Digital Maturity Assessment as outlined in the digital strategy. This included Optimisation of the Trust’s Electronic Patient Record, Electronic Prescribing, E-Rostering and the upgrade of infrastructure such as LAN, WAN, Wi-Fi and Telephony.
There was a continued operational challenge to reduce Out of Area placements, however highlights from the current estate investment included:
· Address safety and ligature risks identified in the Trust’s anti-ligature surveys; · Refurbishment of the Cobden Unit (Stockport) to create a female psychiatric intensive care unit (PICU); · Move from Humphrey House (Bury) into improved accommodation – 3 Knowsley Place; · Health Based Place of Safety (S136) improvements.
The Chair raised concerns in relation to the 4.8% target for value improvement and whether it was achievable. It was noted by the Chief Executive that there was evidence to support that most organisations could deliver efficiencies of around 1-2% every year, for example through a better use of ICT services, by remote working in a different way, or through more efficient prescribing. If Integrated Care Board (ICB) committed to a broader proportion coming to mental health services, it would have an impact on whether the Trust would need to deliver the 4.8% commitment. However, it was noted that very few organisations had delivered up to 5% recurrently.
Workforce Update
The Panel was informed that the Trust had undertook its annual Staff Survey which had been completed by approximately 2,000 members of staff. The Trust had carefully considered feedback and any emerging issues / themes from the survey results.
Members’ attention was drawn to statistics collated from the survey in relation to bullying and harassment. The Chief Executive informed the Panel that in the last 12 months the number of staff members that had experienced harassment, bullying or abuse at work from patients / service users, their relatives, or other members of the public had decreased marginally.
