Declarations of Interest

Members are requested to indicate at this stage any items on the agenda in which they intend to declare an interest.  Members are reminded that, in accordance with the Localism Act 2011 and the Council's newly adopted Code of Conduct, they must declare the nature of any personal or discloseable pecuniary interest required of them and, in the case of any discloseable pecuniary interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.

Additional item of business


In accordance with Council Procedure Rule 25.1 the Chair indicated acceptance of two additional items of business on the grounds of urgency, seeking the agreement of the Sub-Committee for Township Capital funds to narrow the central reservation on Albert Royds Street, and a request for an investigation to provide a low level footway at Hollingworth Lake; the grounds of urgency being a requirement to begin work prior to the next scheduled meeting of the Sub-Committee.

The Sub-Committee considered a report of the Head of Townships which asked Members to agree the allocation of Pennines Township Funds to funding streams in 2012/13 and consider proposed projects for decision.


The recommendations contained in the report were presented as management of the Pennines Township Fund is delegated to the Pennines Township Delegated and Funding Sub Committee. Pennines Township Funds are allocated to projects/schemes that benefit the Township’s community and environment, and realise the Township priorities. The report enabled the Sub-Committee to monitor and review the use of the Pennines Township Funds to ensure continued efficient and effective use of Township Funds.


The Service Director – Corporate Services informed the Sub-Committee that the Pennines Township Fund Terms and Conditions state that applicants are limited to one Pennines Township grant in any two consecutive financial years.


Alternatives: Members were asked to support or decline proposed schemes within the submitted report.

DECIDED – That (1) the expenditure, commitments and balances of Pennines Township Revenue and Capital funds as detailed in appendices 1 and 2 be noted;

(2) the decisions made under delegated authority as detailed in appendix 3 be noted;

(3) applications for assistance from the Pennines Township Priorities Fund, as detailed in Appendix 4 of the submitted report, be determined as follows:

a)      A request from Pennines in Bloom be deferred until the next meeting of the Sub-Committee pending further information on what has been achieved using previously allocated resources and what is expected from the submitted application for 2013’s project, and a member from Pennines in Bloom be requested to attend the next meeting to address the Sub-Committee; 

b)     £500 be awarded to the Littleborough Rushbearing Festival towards the event in 2013;

c)      £1500 be awarded to the Littleborough Arts Festival for the next event in 2013;

d)     A request for six dropped kerbs at the side of numbers 99, 103 and 115 Hollingworth Road be approved;

e)     £4000 be awarded to the Friends of Hollingworth Lake for repair to the hull of the Lady Alice, on condition that the stated repair will allow for the return of the boat to Hollingworth Lake, confirmation that all profit received from operation of the boat will be to the Friends of Hollingworth Lake, Link4Life confirm the release of the Lady Alice to the ownership of the Friends of Hollingworth Lake, and all required Health & Safety, insurance policies and required regulations are met by the Friends of Hollingworth Lake;

f)       £350 towards the Littleborough Christmas lights switch on, be approved;

(4) £35600 be approved from the Pennines Township Capital fund for a scheme to reduce the width of the central reservation on Albert Royds Street outside numbers 55 to 14;

(5) Consideration of a request to support an investigation of options available to provide a low level footpath by Hollingworth Lake be deferred to a future meeting of the Sub-Committee pending confirmation that a study had been previously undertaken and the report circulated to Members of the Sub-Committee.
