Additional item of business
In accordance with Section 100(B) (4) of the Local Government Act 1972 and Council procedure rules, the Chair agreed to admit the following additional item of business – application for funding from Littleborough football Club – on the grounds that the information was not available at the time the agenda was published and an urgent decision was required to enable the applicant to complete the proposed project.
The Chair indicated the late submitted application would be considered contemporaneously with agenda item 3 – Pennines Township Funds 2013/14 on the grounds that consideration of existing funds required determination of the application alongside other applications for funding.

Members are requested to indicate at this stage any items on the agenda in which they intend to declare an interest. Members are reminded that, in accordance with the Localism Act 2011 and the Council's adopted Code of Conduct, they must declare the nature of any personal or discloseable pecuniary interest required of them and, in the case of any discloseable pecuniary interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.
Councillor Brett declared a personal interest in a funding application from the Canal and River Trust towards the Canal Festival 2013, due to being an appointed Council representative on the Rochdale Canal Trust.
- To consider the minutes of the meeting of the Pennines Township Delegated & Funding Sub-Committee held on 27th March 2013.
In relation to minutes of the meeting of the Sub-Committee held on 27th March 2013, Members were informed Councillor Rodgers attendance had been omitted in error and required recording.
DECIDED – That with the amendment detailed above, the minutes of the meeting held on 27th March 2013 be approved as a correct record.
The Deputy Chief Executive (Corporate) introduced a report seeking Members agreement to the allocation of Pennines Township Funds to funding streams in 2013/14 and to consider applications for funds by submitted groups and projects.
The recommendations contained within the report were presented as management of the Pennines Township Fund is delegated to the Pennines Township Delegated and Funding Sub Committee. Pennines Township Funds are allocated to projects/schemes that benefit the Township’s community and environment, and realise the Township priorities. The report enabled the Sub-Committee to monitor and review the use of the Pennines Township Funds to ensure continued efficient and effective use of Township Funds.
Alternatives: Members were asked to support or decline proposed schemes within the submitted report.
In relation to Appendix 1 of the submitted report the Head of Townships updated Members in relation to the proposed repairs to the Milnrow Clock.
Members were informed that should they be minded to approve the application for funding from the Rushbearing festival that the item had been exempt from Call-in due to the timed nature of the event.
DECIDED – That (1) the expenditure, commitments and balances of Pennines Township Revenue and Capital funds as detailed in the appendices 1 and 2 be noted;
(3) the decisions made under delegated authority as detailed in appendix 3 be noted;
(4) applications for assistance from the Pennines Township Revenue Fund, as detailed in Appendix 4 of the submitted report, be determined as follows:
a) a Community payback project request for £5,000 be approved;
b) £1,800 to create a pedestrian walkway by the Waggon Inn, Royds Street, Milnrow, be approved;
c) a request for £1,000 towards the Canal Festival 2013, be approved;
d) £722.14 towards the costs of road closures for the Rushbearing Festival 2013, be approved;
e) a request for £3,500 for the introduction of Waiting Restrictions around the Newhouse Estate in Wardle be deferred to a future meeting pending further information in relation to alternative schemes and consultation with Ward Councillors;
f) a request for £1,600 from Littleborough Football Club be delegated to the Chair of the Sub-Committee pending further information and confirmation that the application would not be contrary to the terms and conditions.
