Declarations of Interest

Members are requested to indicate at this stage any items on the agenda in which they intend to declare an interest.  Members are reminded that, in accordance with the Localism Act 2011 and the Council's adopted Code of Conduct, they must declare the nature of any personal or discloseable pecuniary interest required of them and, in the case of any discloseable pecuniary interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.

Minutes:

Councillor Stott and Councillor Darnbrough each declared a personal interest in the funding application for Pennines in Bloom 2014 (PF/09/13).

 

Councillor Kelly and Councillor Martin Rodgers each declared a personal interest in the funding application for Milnrow, Newhey and Districts Carnival 2014 (PEF/03/13).

 

Councillor Dearnley declared personal interests in the funding applications for Wardle Anderson Band Uniforms (PF/07/13) and for St. Andrew’s Church Memorial Garden Extension (PCW/03/13 and PTC/02/13).

Additional Item of Business

Minutes:

In accordance with Section 100(B) (4) of the Local Government Act 1972 and Council Procedure Rules, the Chair agreed to admit the following additional item of business – application for the refurbishment of pedestrian guard rails on Albert Royds Street (PTC/09/12) – on the grounds that the application for funding has to be determined before the next ordinary meeting of the Sub-Committee on 4th December 2013 to secure a timely completion of the proposed project.

The Deputy Chief Executive submitted a report that updated the Sub-Committee on revenue and capital expenditure, commitments and balances of Pennines Township Funds 2013/14, and which enabled Members to allocate funds to proposed projects

 

The recommendations in the report were presented as the management of the Pennines Township Fund is a function delegated to the Pennines Township Delegated and Funding Sub-Committee. Pennines Township Funds are allocated to projects/schemes that benefit the Township’s community and environment, and realise the Township priorities. The report also enabled the Sub-Committee to monitor and review the use of the Pennines Township Funds to ensure continued efficient and effective use of Township Funds.

 

Alternatives considered: In considering the report, Members will decide whether or not to approve the allocation of funds to projects/schemes as appropriate.

 

The Sub-Committee considered an additional funding application (PTC/09/12) for the proposed refurbishment of pedestrian guard rails on Albert Royds Street.

DECIDED – That (1) the expenditure, commitments and balances of Pennines Township Revenue and Capital funds as detailed in Appendices 1 and 2, to the submitted report be noted;

(2) the decisions made under delegated authority as detailed in Appendix 3 to the submitted report be noted;

(3) applications for assistance from the Pennines Township Revenue Fund, as detailed in Appendix 4 of the submitted report, be determined as follows:

a) PF/07/13 – Wardle Anderson Band Uniforms – award of £3,751.00 towards the cost of purchasing new uniforms for band members;

b) PF/09/13 – Pennines in Bloom 2014 – award of £3,500.00 towards the development of projects and activities that will provide sustainable long term environmental improvements (N.B. this is an ‘in principal’ decision pending the outcome of applications for grants that the group has made to other funding bodies);

c) PEF/02/13 - Community Cohesion Family and Fun Information Day – award of £3,305 towards the costs of staging Community Cohesion Family Fun and Information Days in Smallbridge to encourage local residents to participate in various cultural activities;

d) PEF/03/13 - Milnrow, Newhey and Districts carnival 2014 – award of £1,000 towards the costs of staging the Carnival in 2014;

e) PCW/03/13 and PTC/02/13 – St. Andrew’s Church Memorial Garden Extension – award of £2,242.00 towards the costs of extending St. Andrew’s Church’s existing memorial garden by creating 42 new spaces for the burial of ashes (note all of this to be funded via the Township’s Capital Fund 2013/2014).

(4) the balance of the events fund (£3.963.00) be allocated towards the costs of a Tour De France event, in the Township in July 2014, incorporating a Brass Band competition;

 (5) PTC/09/12 refurbishment of Pedestrian Guard Rail on Albert Royds Street – award of £25,205 towards the costs of repairing and replacing the pedestrian guard rails (N.B. this project is to be funded from the Highways Improvement Programme and no resources from the Township Fund have been allocated to this scheme).
