Declarations of Interest

Members are requested to indicate at this stage any items on the agenda in which they intend to declare an interest.  Members are reminded that, in accordance with the Localism Act 2011 and the Council's adopted Code of Conduct, they must declare the nature of any personal or discloseable pecuniary interest required of them and, in the case of any discloseable pecuniary interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.

Minutes:

Councillor Kelly declared a personal interest in the application from the Friends of Hollingworth Lake for Revenue Funding (PTC/04/13), contained within agenda item 3 – Pennines Township Funds 2013/2014, insofar as he had been involved in the preparation of the application.

Minutes:

The Sub-Committee considered the minutes of its last meeting held 5th February 2014. Further to minute 20 (Milnrow Clock) it was suggested to the Sub-Committee that the Township Management Officer arrange to meet with the Chair and Vice Chair of the Sub-Committee together with Milnrow and Newhey Ward Councillors to investigate ways of expediting this matter.

 

DECIDED – That (1) the minutes of the Sub-Committee held 5th February 2014 be approved as a correct record;

            (2) further to minute 20 (Milnrow Clock) of the meeting held 5th February 2014, the Township Management Officer be authorised to convene a meeting with the Chair and Vice Chair of the Sub-Committee and also including the three Milnrow and Newhey Ward Councillors to investigate ways of expediting this matter.

The Deputy Chief Executive submitted a report that updated the Sub-Committee on revenue and capital expenditure, commitments and balances of Pennines Township Funds 2013/2014, and which enabled Members to allocate funds to proposed projects

 

The recommendations in the report were presented as the management of the Pennines Township Fund is a function delegated to the Pennines Township Delegated and Funding Sub-Committee. Pennines Township Funds are allocated to projects/schemes that benefit the Township’s community and environment, and realise the Township priorities. The report also enabled the Sub-Committee to monitor and review the use of the Pennines Township Funds to ensure continued efficient and effective use of Township Funds.

 

Alternatives considered: In considering the report, Members will decide whether or not to approve the allocation of funds to projects/schemes as appropriate.

 

            DECIDED – That (1) the expenditure, commitments and balances of Pennines Township Revenue and Capital funds as detailed in Appendices 1 and 2, to the submitted report be noted;

            (2) the decisions made under delegated authority as detailed in Appendix 3 to the submitted report be noted;

            (3) the summaries of evaluation information detailed in Appendix 4 of the submitted report be noted;

            (4) applications for assistance from the Pennines Township’s 2014/2015 Capital Fund and the 2013/2014 Revenue Fund, as detailed within Appendix 4 of the submitted report be determined as follows:

            a) PF/02/13 – World War One Centenary Commemoration Project – approve the transfer of a sum of £5,000,which has been previously ring-fenced for Heritage Lottery Bid be reallocated to the Township’s Revenue Fund but consideration of the “Tommy Teaches” scheme be deferred to the ext meeting of the Sub-Committee;

            b) PF/15/13 – Uniforms for St. Ann’s Church Troupe – approve an award of £811.57 and that the Troupe be requested to perform at a selected events in the Township;

            c) PF/16/13 – Syke Street Resurfacing – the application for funding be declined;

            d) PF/17/13 – Tour de France Carpet Bed – the Sub-Committee agrees in principle to allocate a sum of £2,264,08 towards the cost of providing a carpet bed in association with the Stage of the Tour de France  that passes through the Township in July 2014, and that the Township Management Officer investigate the possibility of this being funded via a special fund established for Tour de France related projects/schemes by the Director of Economy and Environment, but, if this is not feasible the scheme be funded via the Pennines Township Fund;

            e) PF/18/13 – Herb Boat at Hollingworth Lake Visitors Centre - the Sub-Committee agrees in principle to allocate a sum of £2,004,00 towards the cost of a Herb Boat at Hollingworth Lake Visitors Centre in association with the Stage of the Tour de France  that passes through the Township in July 2014, and that the Township Management Officer investigate the possibility of this being funded via a special fund established for Tour de France related projects/schemes by the Director of Economy and Environment, but, if this is not feasible the scheme be funded via the  ...  view the full minutes text for item 25.
