Councillors Dearnley and Stott each declared personal interest in the applications for funding received from the Friends of Hollingworth Lake (PTC/08/14 and PTC/09/14), contained within agenda item 3, insofar as they were both members of the Friends of Hollingworth Lake Group.
Councillor Rodgers declared personal interests in the applications for funding from Milnrow Cricket Club (PEF/03/14) and from Littleborough United Reformed Church (PF/11/14), both contained within agenda item 3, insofar as he was a member of Milnrow Cricket Club and he had a close personal acquaintance involved in the application from Littleborough United Reformed Church.
Councillor Brett declared personal interests in the applications for funding from the MAD Theatre Group (PEF/04/14), Milnrow Cricket Club (PEF/03/14) and Littleborough United Reformed Church (PF/11/14), contained within agenda item 3, insofar as his wife was involved in the MAD Theatre Group application, he was a member of Milnrow Cricket Club and he had a close personal acquaintance involved in the application from Littleborough United Reformed Church.
Councillors Butterworth and Hartley each declared personal interest in the application for funding received from Milnrow Cricket Club (PEF/03/14), contained within agenda item 3, insofar as they were both members of Milnrow Cricket Club.
To consider the minutes of the meeting of ther Sub-Committee held 2nd July 2014.
DECIDED – That the minutes of the meeting held on 2nd July 2014, be approved as a correct record.
The Acting Chief Executive submitted a report which sought the agreement of Members for the allocation of Pennines Township Funds and to consider applications for funds in respect of various groups and projects.
The recommendations contained within the report were presented as management of the Pennines Township Fund is a function delegated to the Pennines Township Delegated and Funding Sub Committee. Pennines Township Funds are allocated to projects/schemes that benefit the Township’s community and environment, and realise the Township priorities. The report enabled the Sub-Committee to monitor and review the use of the Pennines Township Funds to ensure continued efficient and effective use of Township Funds.
Alternatives considered: the Sub-Committee was asked to support or decline proposed schemes as detailed within the submitted report.
DECIDED – That (1) the expenditure, commitments and balances of Pennines Township Revenue and Capital funds as detailed in the appendices 1 and 2 be noted;
(2) the decisions made under delegated authority as detailed in appendix 3 be noted;
(3) applications for assistance from the Pennines Township Revenue Fund, as detailed in Appendix 4 of the submitted report, be determined as follows:
a) application PEF/03/14 from Milnrow Cricket Club Brass Band Contest: approve an award of £2,000, and the Club be requested to include Councillor Emsley and the Township Officer as part of their organising Committee fort the event detailed in the submitted report;
b) application PW/06/13 from Milnrow and Newhey Incredible Edibles be not considered until such time as the organisation submits a formal application for funding;
c) application PF/11/14 from Littleborough United Reformed Church: approve an award of £3,199 towards the costs of refurbishments of the community room at the Church;
d) application PTC/01/14 for the removal of grass verges from Calder Avenue, Littleborough: the application for funding be deferred indefinitely, pending the identification of available funds to finance the scheme;
e) application PTC/07/14 for improvements to Broom Street, Milnrow: the application for funding be deferred to the next meeting of the Sub-Committee pending the results of exploratory works to be carried out at the application site by the Council’s Highways Service;
f) application PTC/08/14 from the Friends of Hollingworth Lake, for the construction of perimeter walls in Hollingworth Lake Country Park: that consideration of this application be deferred pending receipt of a report, from the Council’s Environmental Management Service, to be considered at the next meeting of Pennines Township Committee on 4th November 2014, detailing their maintenance budget, maintenance schedule and previous schedule of works at, and immediately around, Hollingworth Lake;
g) application PTC/09/14 from the Friends of Hollingworth Lake for the installation of a floating island for Hollingworth Lake Country Park: approve an award of 50% of the total costs of the project, £1,279.08, on the condition that the friends of Hollingworth Lake find the remaining costs of the project.
