- To consider the minutes of the meeting held on 11th March 2015
The Sub-Committee considered the minutes of the previous meeting held, 11th March 2015. The Sub-Committee were advised that further to minute 15 (Pennines Clean and Green Fund), that the Pennines Township were actually entitled to £50,000 of funding for environmental improvements that would be utilised to commission a dedicated Clean and Green Team for a period of 21 weeks.
DECIDED – That the minutes of the meeting of the Pennines Township Delegated and Funding Sub-Committee, held 11th March 2015 be approved as a correct record, subject to the amendment detailed above.
The Interim Head of Customers and Corporate Services presented a report that sought Members agreement for the allocation of Pennines Township Funds to funding streams in 2015/16 and to consider applications for funds by submitted groups and projects.
The Sub-Committee was also asked to consider the Terms and Conditions of the Friends of My Backyard Scheme and the Shop Signs Scheme, details of which were circulated to Members at the meeting.
The recommendations contained within the report were presented as management of the Pennines Township Fund is a function that is delegated to the Pennines Township Delegated and Funding Sub Committee. Pennines Township Funds are allocated to projects/schemes that benefit the Township’s community and environment, and realise the Township priorities. The report enabled the Sub-Committee to monitor and review the use of the Pennines Township Funds to ensure continued efficient and effective use of Township Funds.
Alternatives considered: Members were asked to support or decline proposed schemes within the submitted report.
DECIDED – That (1) the expenditure, commitments and balances of Pennines Township Revenue and Capital funds as detailed in the appendices 1 and 2 of the submitted report be noted;
(2) The decisions made under delegated authority as detailed in appendix 3 of the submitted report be noted;
(3) The Sub-Committee notes that the Principal Townships Officer has assessed proposed projects to be considered for funding against the criteria of the Pennines Township Fund, priorities of the Township and that any specific risks have been identified;
(4) Applications for assistance from the Pennines Township Revenue and Capital Funds, as detailed in Appendix 5 of the submitted report, be determined as follows:
a) PTC/01/15 – Approve an award of £3,500 for the introduction of waiting restrictions at the junction of Eafield Road and Smithy Bridge road to prevent indiscriminate parking close to the junction obscuring sightlines for motorists;
b) PTC/02/15 – Approve an award of £3,500 for the introduction of waiting restrictions at the junction of Inghams Lane and Hollingworth Road to prevent indiscriminate parking close to the junction obscuring sight lines for motorists exiting Inghams Lane;
c) PTC/03/15 – Decline an application for funding for the introduction of waiting restrictions on Whitfield Crescent to prevent indiscriminate parking on footways;
d) Ladyhouse Lane “No Right Turn” – decline an application to undertake a CCTV survey, in the sum of £8,000, in relation to gauge how many vehicles are making an illegal right turn from Elizabethan Way onto Ladyhouse Lane, Littleborough;
e) Milnrow Library Improvements – Proposed Expenditure – approve an allocation of £3,682.86 for improvements to Milnrow Library to be funded via the Revenue Fund;
5) The Friends of My Backyard Scheme, pending comments thereon by the Council’s legal Services, and the Shop Sign Scheme be approved.
