Councillor Stott declared a personal interest in item 3 of the agenda insofar as it relates to application PF/15/15 – Relocation of Trim Trail equipment, as she is a member of the Friends of Hollingworth Lake group.
To consider the minutes of the meeting of the Sub-Committee held 17th June 2015.
DECIDED – That the minutes of the meeting held on 17th June 2015 be approved as a correct record.
The Director of Neighbourhoods presented a report that sought Members agreement for the allocation of Pennines Township Funds to funding streams in 2015/16 and to consider applications for funds by submitted groups and projects. The Sub-Committee also considered an application for funding in respect of Firgrove Pavilion, which was circulated to Members of the Sub-Committee after the publication of the agenda, which the Chair had agreed should be considered prior to the next meeting of the ordinary meeting of the Sub-Committee.
The recommendations contained within the report were presented as management of the Pennines Township Fund is a function that is delegated to the Pennines Township Delegated and Funding Sub Committee. Pennines Township Funds are allocated to projects/schemes that benefit the Township’s community and environment, and realise the Township priorities. The report enabled the Sub-Committee to monitor and review the use of the Pennines Township Funds to ensure continued efficient and effective use of Township Funds.
Alternatives considered: Members were asked to support or decline proposed schemes within the submitted report.
The Sub-Committee received representations from applicants who addressed the Sub-Committee in relation their applications.
DECIDED – That (1) the expenditure, commitments and balances of Pennines Township Revenue and Capital funds as detailed in the appendices 1 and 2 of the submitted report be noted;
(2) The decisions made under delegated authority as detailed in appendix 3 of the submitted report be noted;
(3) The Sub-Committee notes that the Principal Township Officer has assessed the proposed projects to be considered for funding against the criteria of the Pennines Township Fund, priorities of the Township and that any specific risks have been identified;
4) The Principal Townships Officer, in consultation with the Chair and Vice Chair be given delegated authority to make decisions on any deferred projects;
(5) Applications for assistance from the Pennines Township Revenue and Capital Funds, as detailed in Appendix 4 of the submitted report, be determined as follows:
a) PTC/08/15 - Approve an award of up to £20,000 from the Pennines Township Central Fund on the condition that a 50% contribution towards this project be requested from the Rochdale Township Action and Resources Sub-Committee;
b) PF/04/15 – Approve an award of £2,160 from the Pennines Township Projects Fund for the Assertive Outreach Project and that the applicants be requested to provide feedback at the end of the project;
c) PF/07/15 –Application for the Pennines Health and Cohesion Sports Project be deferred to a future meeting of the Sub-Committee, pending further information on costings, outcomes and the pilot project;
d) PF/10/15 – Application for the Belfield Lane Tree Works be withdrawn;
e) PF/11/15 – Approve an award of £1,220 from the Pennines Township Projects Fund for the Calderbrook Terrace Handrails and Members were advised regarding the potential for incurring future liability;
