Councillors Emsley declared a personal interest in the submitted application from Link4Life for The Big Games 2016, in so much as she holds the Portfolio which includes Link4Life.

 

Councillor Butterworth declared an interest in the submitted application from Link4Life for The Big Games 2016, in so much as he is a Council nominated member on the Board of Link4Life.

DECIDED – That the minutes of the meeting of the Sub-Committee held 2nd December 2015 be approved as a correct record.

Minutes:

The Sub-Committee received a report from Pennines Youth Groups detailing activities and events that the group had undertaken over the previous twelve months. 

 

DECIDED – That the presentation be welcomed and noted.

The Director of Neighbourhoods submitted a report that sought Members agreement for the allocation of Pennines Township Funds to funding streams in 2015/16 and to consider applications for funding that had been submitted by groups and projects.   

 

The recommendations contained within the report were presented as management of the Pennines Township Fund is a function that is delegated to the Pennines Township Delegated and Funding Sub Committee. Pennines Township Funds are allocated to projects/schemes that benefit the Township’s community and environment, and realise the Township priorities. The report enabled the Sub-Committee to monitor and review the use of the Pennines Township Funds to ensure continued efficient and effective use of Township Funds.

 

Alternatives considered: Members were asked to support or decline proposed schemes within the submitted report.

 

The Sub-Committee received representations from applicants who addressed the Sub-Committee in relation their applications.

 

DECIDED – That (1) the expenditure, commitments and balances of Pennines Township Revenue and Capital funds as detailed in the appendices 1 and 2 of the submitted report be noted;

(2) The decisions made under delegated authority as detailed in appendix 3 of the submitted report be noted;

(3) The Sub-Committee notes that the Principal Townships Officer has assessed proposed projects to be considered for funding against the criteria of the Pennines Township Fund, priorities of the Township and that any specific risks have been identified;

(4) The Principal Townships Officer, in consultation with the Chair and Vice Chair of the Sub-Committee, be given delegated authority to make decisions on any deferred projects;

(5) The Sub-Committee notes that any unspent and/or uncommitted funds will be reallocated to a central funding stream at the end of January 2016, for allocation to proposed schemes before year end to reduce the potential carry forward of funds during 2015/16;

(6) Applications for assistance from the Pennines Township Revenue and Capital Funds, as detailed in Appendix 5 of the submitted report, be determined as follows:

(6.1) Projects Fund -

(a) PF/26/15 Jess Timperley – Approved £600,  Members requested that Jess run a training session, following the trip, for the young people that had presented an update to Members on Pennines Youth Work;

(b) PF/27/15 Quarry car park - application deferred to next meeting of this Sub-Committee;

(c) PF/30/15 Biodiversity around Milnrow, Littleborough and Wardle - £1,590 approved;

(d) PF/31/15 Wardle Bowling Green and Pavilion - £8100 approved (drainage £3420 wall £3240 steps £1440) to match fund an AMG funding bid;

(e) PF/32/15 Morris Dancing Championships - £986.70 approved;

(f) PF/33/15 Coach House Alarm system - £847.20 approved;

(g) PF/34/15 Sybil Newall Olympic festival - £1295 approved;

(h) PF/35/15 Littleborough Arts Festival £1000 approved;

(i) PF/36/15 Read and Feed Smallbridge Library pilot up to £5000 approved. The chair accepted this as a late item;

 

(6.2) Events Fund -

(a) PEF/06/15 Rushbearing Festival £3000 approved;

(b) PEF/07/15 The Big Games £1360 approved;

 

(6.3) Capital Fund -
