Introductions were made and all were welcomed to the meeting.

The minutes of the previous meeting on Thursday 9 March 2017 were agreed and the following updates were given.

Fly tipping
Numerous reports of continuing fly tipping around Holborn Street had been reported and removed since the last meeting.  Very recently dumped items for clean-up were a mountain of rubbish bags at the bottom of Brimrod Lane clearly visible form Roch Valley Way and a mattress on Dixon Street at the rear of John Kemble Court.

High Birch site
Work on the High Birch site was undertaken as directed by the Council and checked by the Health and Safety Executive.


Police and Communities Together


Rochdale Town Centre PCSOs Danielle Doran and Andrew Gray were in attendance.

Crime figures for the last quarter were given which showed a fifty percent reduction in burglary dwelling offences with eight committed in the last three months.  A persistent offender had been arrested and is awaiting trial.  No burglary dwelling had been reported so far in June 2017.

Thefts from motor vehicle are also down with six reports and a pending arrest of an offender and there had been only one reported theft of motor vehicle.


Open Forum


Environmental issues
A resident stated Cotton Lane from Rouse Street to old Manchester Road is overgrown with weeds and nettles and is impassable at some points.  The Council’s Clean and Green Team will be asked to clear it.

Thanks were given for the great job the Clean and Green Team did in clearing The Bent.  The forum was advised the Borough Hit Team had attended and cleared 493 incidents, the Enforcement Team attended 480 incidents and recycling is up to 57 percent.

Holborn Street road surface
Councillor Duckworth will again request an inspection of the badly rutted road surface on Holborn Street at the junction with Mayfair Gardens.

Bamford Green Belt
Angela Smith, Chair of the Bamford Green Belt Action Group, informed the forum that the group continues to work, meet with other action groups and fund raise.  Members of the group attended the Hustings in the General Election where all candidates stated commitment to using brownfield sites first.  The second draft of the Spatial Strategy was due in to be published in July 2017 but is now put back to September 2017.  The Mayor of Greater Manchester, Andy Burnham, is looking at the issue.  Some areas are working on a Neighbourhood Plan (there is a lot of effort required) and the benefit of which is not known.  A workshop in Manchester is to take place on 1 July 2017.  A lively debate took place on the effect of over development and the pressures it puts on the existing infrastructure and the ability of that infrastructure to cope or not.  A very detailed and comprehensive sixty page report covering all aspects was submitted by the group.

Bertie Street Repair
Bertie Street is unadopted and it will not be repaired or upgraded by the Council.  The forum were advised there is a Right of Way over it and adjacent occupiers are responsible for the street and they are at liberty to repair and make good the area.  Malvern Street West is a good example of such action by occupiers.
