Minutes:

The meeting was chaired by Beryl Lloyd. Everyone was welcomed to the Forum and reminded to observe and respect the code of conduct for the duration of the meeting.

 

Apologies had been received from Councillor Iftikhar Ahmed, Councillor Sultan Ali, Councillor Ali Ahmed and Jim Murphy.

PACT meeting - Greater Manchester Police

Minutes:

Sergeant Nicholson and PC Butterworth attended the meeting for this item

 

It was reported that during the previous three months the following incidents had been reported:

 

Burglary (dwelling) 3

Burglary (other) 1

Theft from motor vehicle 7

Theft of motor vehicle 1

Criminal damage 7

 

The Forum was also informed that an individual was in police custody following the murder on Kellet Street

 

It was also acknowledged that crime figures for the Ward had increased significantly. However, it was explained that the method for recording crime figures had changed which could have an impact upon the figures being presented. In general the majority of incidents reported are of a public order, assault without injury and domestic violence nature.

 

Residents raised the following issues:

 

-       Residents reported that drug dealing is taking place on Kitchen Street / Norris Street asking if dummy cameras could be erected.

 

Response: The Police would not support the installation of dummy cameras and encouraged residents to report incidents.

 

-       Drug dealing on the land adjacent to Arif Grocers (Ramsay Street) was  reported.

 

-       Concerns over speeding was also raised. South Street and Ramsay Street were identified as problem areas

 

Response: A recent traffic operations (Entwistle Road area) had been undertaken in the Ward following concerns raised by residents about speeding in the area. As a result of these operations numerous drivers had been cautioned / issued with a penalty notice following offences being committed. Offences committed included – speeding, no insurance, no seat belts being worn, alcohol / drug use and mobile phone use. It was suggested that another traffic operation could be considered in the fiuture.

 

-       Anti-social behaviour was reported on Maud Street / Rossall Road / Greenbank Road.

Budget Challenge Consultation

Minutes:

Rob Kilvington, Finance Manager, attended the meeting for this item.

 

It was explained to the Forum that the Council has faced significant financial challenges since 2011, the start of the austerity period and continues to do so. A film was screened which provided the following information:

 

·         General information about the Council.

·         The services the Council currently delivers.

·         The financial challenges faced by the Council

·         How the Council has responded so far.

·         What the Council is looking to do.

·         An explanation of how residents have and can continue to contribute   to financial challenges going forward.

 

A general discussion took place about the effects austerity was having within the Ward. It was acknowledged that the situation would not change in the short term therefore voluntary and charitable organisations, rather than statutory ones, would play an ever important role in supporting individuals and the community.

The minutes of the Central Rochdale Area Forum held at Wardleworth Community Centre on Thursday 1st September 2016 were approved as a correct record.

 

The minutes of the Central Rochdale Area Forum held at St Patrick’s RC Primary School on Monday 7th November 2016 were approved as a correct record.

 

The following updates were provided:

 

-       Travellers Site

 

The Forum was informed that the traveller site on Bellfield Road was being provided as a temporary measure until a permanent site could be identified. The site was also classed as a temporary stopping site which limited the amount of time travellers could stay on the site.

 

-       Footway adjacent to town centre taxi rank

 

Following a concern raised by a resident about the height of the above footway the Forum was informed that the footway was replaced at the same height as the previous one following the transformation work that had recently been completed within the Town Centre.

 

-       Neighbour nuisance

 

This issue had been reported.

 

-       Lomax Street / Yorkshire Street litter bin.

 

The bin requested had been ordered.

 

-       Disgarded rendering and portaloo near to Channings Childcare

 

The Township and Engagement Officer had visited the site and subsequently reported the issues raised. It should also be noted the land in question was Rochdale Boroughwide Housing land.

 

-       Caravan – Whitehall Street

 

This had been reported and the caravan had moved.

 

-       Alleygated area – Greenbank Road / Maud Street

 

This had been reported.

 

-       Sale of land opposite St Patrick’s RC Primary School

 

The Forum was informed that Foxholes House and 180 Rugby Road were sold to Madrassar (Muslim Training Organisation). They are using the facilities as a training centre and accommodation for the Imams.

 

There is no legal requirement upon the Council to inform residents of land sales. The only time residents would be consulted would be in the scenario where a planning application for some material change of use or development was submitted.

 

-       Illegal tipping on Bay Street

 

The site had been visited and tipping reported .

 

-       Copenhagen Street lighting column not working

 

This had been reported and was now operational.

 

-       Greenbank Road traffic management

 

Concerns over the above during Bonfire celebrations had been passed to the event organiser.

 

-       Dean Street industrial units

 

Additional information regarding the industrial units had been passed to the resident who raised the issue at an earlier meeting.

 

-       Discarded materials on the footpath adjacent to Athena Roofing on Wilson Street.

 

A site visit had been undertaken and subsequently reported.

 

-       Littering problems on Lomax Street adjacent to Harrison Electrical.

 

A site visit had been undertaken and the littering problems have been reported. However it should be noted that the litter is on private property.

 

-       Bins being left out outside 39 Howard Street

 

A site visit was undertaken and the footpath on Howard Street was clear of bins.

 

-       A damaged recycling centre sign / post on Haynes Street

Open Forum

Minutes:

Residents raised the following issues:

 

-       A resident commented that he believed that the timing of the traffic lights at the Townhead Junction when turning right from Yorkshire Street to Whitworth Road should be extended.

 

The Township and Engagement Officer agreed to report this.

 

-       A resident raised concerns about the condition of the footway and highway on Brookland Avenue.

 

The Township and Engagement Officer agreed to report this.

 

-       A resident raised concerns about the traffic congestion in the area around Dean Street, Cook Street and Cliff Street. This could become more problematical as a number of industrial units were being erected in the area.

 

The Township and Engagement Officer would investigate if any parking restrictions were planned for the area as a consequence of the industrial units being constructed.

 

-       Lighting column number 2, South Court, South Street is not working.

 

This would be reported.

 

The Township and Engagement Officer informed the Forum that because of proposals to reduce administrative support within the Township Team it would not be possible to circulate paper copies of the agenda prior to the meeting and that it would be necessary to consider different ways of advertising / publicising area forum meetings to residents.

 

In addition Central Area Forum meetings would from January 2017 take place at Wardleworth Community Centre.

 

A general discussion took place about the possibility of using a number of different venues for the four Area Forum meetings that take place over a twelve month period. It was agreed that this topic should be revisited at a future meeting.
