Welcome, Introductions and Apologies

Minutes:

The Chair welcomed everyone to the meeting and introduced himself, Councillors and Officers.

2.

PACT - Greater Manchester Police

Minutes:

GMP was unable to attend the meeting.  The following issues will be forwarded to GMP along with the residents contact details:

·           The forum expressed their concern at the lack of Police attending again.  Some residents had attended the meeting as it was advertised that the Police would be in attendance.  Councillor Taylor agreed to write to GMP on behalf of the forum.

Action 1: Write letter to GMP (Councillor Taylor)

·           Wardle Bowling Club members wanted to ask GMP for an update regarding their request for on the ground Police support concerning the ongoing ASB issues and the logging of incidents.

Minutes:

The minutes of the last meeting were agreed as a correct record and the following updates were provided.

Action 3 - Chicane System on Victoria Street
Residents advised that this wasn’t what they had suggested at the last meeting.  The response from Highways confirmed that a chicane system wasn’t a feasible solution to the traffic issues reported.  The residents asked whether a one way system could be implemented.
Action 2: Highways to be asked whether a one way system is feasible on Victoria Street (Tracey Knight)

Action 4 - ‘Closed/Open Road’ Street sign
The issue has been reported to Highways.

Action 5 - Request for girt bin on Victoria Street
Highways have advised the request for a grit bin does not meet the criteria as it isn’t a 1 in 10 gradient.

Councillors Updates

Minutes:

Approved funding updates: Bollard installation on Old Road; purchase of a “Tommy” memorial statue for Wardle; flagpole maintenance and new flags in Littleborough; new litter bin for Shop Wood; two new memorial benches in Littleborough Memorial Garden.

Clean and Green Schemes: Littleborough Station bus turning area; Salley Street; Hollingworth Road; Hare HiIl Park footpath; Lincoln Drive; Blackstone Edge Road; Brown Lodge Drive and Abbey Drive; Ribble Avenue footpath; Halifax Road; New Street; Dearnley playing fields; Edward Street to Birch Hill Crescent footpath; Duke Street; Greencroft Way; Waterhouse Close.

Open Forum

Minutes:

Hollingworth Road Parking Issues
A discussion took place about the impact on other road users when vehicles double park on Hollingworth Road.  Residents are concerned that bus services may be withdrawn as they are sometimes unable to pass along this stretch of road.  Councillors advised that there is a funding application on the agenda at the next Pennines Township Delegated and Funding Sub-Committee to introduce parking restrictions in the area.

Bin Collections
A resident complained that residential wheelie bins are not returned once they have been emptied and they are instead left strewn all over the road.  The resident agreed to send photos to Councillor Emsley.

Calderbrook Terrace Street Lights
A resident reported that the street lights are constantly lit in this area.
Action 3: Report the issue to Street Lighting (Councillor Hartley)

Clean and Green Requests
The following locations will be added to the Clean and Green list:

·           Weed removal on Todmorden Road near to Happy Jack’s Nursery

·           Weed removal and litter pick on the corner of Todmorden Road and Barnes Meadows

·           Weed removal at Stansfield Hall Primary School

·           Weed removal steps Barnes Meadows

 

Former Gas Works Land
Councillors advised that the land needs extensive testing and remediation, and the costs for which are prohibitive for the Council and it would need to be borne by the land owner should the site be sold.

Footings Exposed Proofings
The exposed footings will be removed by the developer as and when the scheme develops.

Smithy Bridge Road Housing Proposal
A resident raised concerns about access and egress at Smithy Bridge Road.  Councillors stressed that this is just a proposal and there is no identified plot.  The Council hasn’t had any input at this early stage.

New Secondary School Proposed Site
A discussion took place regarding the suggested sites for a new secondary school and the impact, both positive and negative, this will have locally.

Bus Timetables
A resident advised that there are no bus timetables at bus stops on side streets which is inconvenient for some bus users.
Action 4: Make enquiries with TfGM (Councillor Hartley)

School Place Allocations
Residents attended the meeting to express their concerns at the many children who have been allocated a school place at Kingsway Park High School and the logistical impact and safety concerns that this raises.  Discussions took place regarding the responsibility for school transport/school bus provision or extending the current nearby services.
Action 5: Write to Kingsway Park High School’s Head Teacher to encourage provision of school transport (Councillor Emsley)
