The Chief Executive of Your Trust and Director for People, Organisational Development and Wellness introduced a report which provided an update on performance for Quarter 1 (April – June) 2023-24 and highlighted key aspects of progress, risks and challenges.

 

It was reported that the key risks facing the organisation, listed on the Risk Register were:

 

·         Contractor competency/supply chain issues – particularly around supply of chemicals.  This was mitigated by stockpiling, if possible, however it was highlighted that supply was erratic.

 

·         Poor coordination and communication with Rochdale Borough Council in relation to buildings and projects – changes within the Rochdale Development Agency around project management and delays to capital projects had implications on Your Trust’s ability to vacate buildings on time.

 

·         Ineffective governance of the Rochdale Borough Council Partnership Agreement – delays to the production of new leases and the signing of the new contract were inherently risky as operations continued with implied terms.  Committee Members expressed concern in relation to the delayed signing of some formal contract agreements and requested that this issue was resolved as soon as possible.

Integrated Care Systems in Rochdale pdf icon PDF 842 KB

To consider a progress report of the Interim Director of Integration and Transformation on the Integrated Care Systems in Rochdale

Minutes:

Consideration was given to a report of the Director of Integration and Transformation (NHS) setting out progress of the Greater Manchester Integrated Care System and the Heywood, Middleton and Rochdale Integrated Care Partnership, including the key components of the Local Care Organisation Business Plan.

 

It was explained that there were three key pieces of work being led by Greater Manchester Integrated Care (GMIC) which potentially impacted the Heywood, Middleton and Rochdale Locality.  The areas of work were:

 

·         Agreement of new structures for locality and pan-Greater Manchester functions.  The consultation had now ended, a process for filling the structures was being agreed and new timelines had been established. The locality and function leads had submitted proposed final structures on Friday, 30 June 2023.  A final financial affordability review of the structures was being undertaken ahead of sign off by the executive team. GMIC was aiming for the final consultation feedback report, including the final structures, to go to the executive team for approval on Wednesday, 26th July 2023.  Once the structures had been approved, a staff briefing would be held and the final structures would be shared.  The process to fill posts was expected to conclude by the end of September 2023.

 

·         Price Waterhouse Coopers had conducted a diagnostic into GMICS drivers of operational and financial challenges.

 

·         Carnell Farrer leadership and governance review had now concluded. 

 

It was requested that the Carnell Farrer leadership and governance review be submitted to a future Health, Schools and Care Overview and Scrutiny Committee meeting for consideration.

 

During the discussion, in response to a query, it was explained that ‘virtual wards’ provided support and preventative care, to people, but allowed them to stay in their own homes.  The virtual ward used the same systems and staffing as a hospital ward, without the physical building.  The expansion of the service was progressing well, and was on track to reach the goal of 100 patients per week by December 2023.

 

RESOLVED

 

1.            That the Health, Schools and Care Overview and Scrutiny Committee supported the continued delivery of the Locality Business Plan and noted progress of Greater Manchester Integrated Care and the risks set out in the report.

 

2.            That the positive impact on residents by the work delivered through local integrated delivery, be noted.

 

3.    That the Carnell Farrer leadership and governance review be submitted to a future Health, Schools and Care Overview and Scrutiny Committee meeting for consideration.
