Further to the Council’s Code of Conduct, Councillor Zaheer declared personal and prejudicial interests in respect of agenda item 4 (Link4Life 2015/16 Year End Update) and agenda item 5 (Food and Feed Service Plan) insofar as she is the Assistant to the Cabinet Member with responsibility for the Culture, Health and Wellbeing Portfolio. Councillor Zaheer left the room during the consideration of these items of business.

The considered a report of the Assistant Director (Legal, Governance and Workforce) which presented the updated Communities, Regeneration and Environment Overview and Scrutiny Committee Work Programme 2016/17, including the Committee’s Action List.

 

The recommendations were put forward as Overview and Scrutiny Procedure Rule 7 requires Overview and Scrutiny Committees to set a work programme and to report it to the Council.

 

DECIDED – that (1) Work Programme 2016/17 as appended to the submitted report, for submission to the Council on 26th July 2016 be noted;

(2) the actions list appended to the submitted report be noted.

The Committee considered the report of the Chief Executive of Linkk4Life which provided details of the performance of the Rochdale Boroughwide Cultural Trust, trading as Link4Life at year end of Quarter 4 2015-16 and to provide information as to the annual performance in relation to targets and trend comparison.

 

At of the end of the 2015-16 financial year, of the 68 indicators from which had a set annual target, Link4Life had achieved or bettered 83.8% of these. A further 3 indicators (5.9%) were within 5 % of the set target. 10.3% (7 indicators) fell short of the targets set. Five indicators were new and as such no target had been set for 2015-16.

 

Members made comments in relation to the relocation of the box office from Middleton Arena to Heywood Civic Centre and were informed that tickets could still be booked via telephone at Middleton Arena. With regard to uptake of the Energy Club, the Committee were informed that plans were in place to accept self-referrals as well as referrals coming from schools.

 

DECIDED – that the performance of the Rochdale Boroughwide Cultural Trust, trading as Link4Life at year end of Quarter 4 2015-16 be noted.

The Committee considered the report of the Director of Public Health and Wellbeing which presents the Council’s Food and Feed Service Plan for the current year. It identifies the scope and demands on the service. It provides details of last year’s performance and details the way the Service proposes to continue to meet the Food Standards Agency’s mandatory guidance on inspection frequency. 

 

Members of the Committee congratulated the Environmental Health Team on the progress that had been made and that had been acknowledged in the letter from the Food Standards Agency that was appended to the submitted report.

 

DECIDED – that the Food and Feed Service Plan for 2016/17 be noted.

Minutes:

The Committee considered the report of the Director of Neighbourhoods which provided a quarterly update on the Street Lighting PFI.

 

Following concerns about the performance of the Street Lighting Service Provider, the Committee decided that the Director of Neighbourhoods be requested to submit reports to the Overview and Scrutiny Committee on a quarterly basis, updating Members on the performance and monitoring of the street lighting PFI project.

 

The Client Management Team had been working closely with the Service Provider to implement the improvements requested by the Overview and Scrutiny Committee and it was now considered that the Street Lighting Service had addressed the previous concerns.

 

DECIDED – that the quarterly update on the Street Lighting PFI be noted.
