Greater Manchester Taxi and Private Hire Minimum Standards pdf icon PDF 112 KB

The development of common minimum standards for licensed private hire and hackney carriage, drivers, operators and vehicles in the Borough and across Greater Manchester

Minutes:

The Committee considered a report of the Director of Neighbourhoods, which advised that the ten Greater Manchester Licensing authorities had been working together to produce common minimum standards for licensed private hire and hackney carriage, drivers, operators and vehicles. The purpose of the common minimum standards was to ensure that the taxi trade offers safe, customer focused, cleaner and accessible services for passengers and local authorities deliver their licensing functions in a robust, consistent and transparent manner.

 

Resolved:

The Committee authorises the draft common minimum standards proposals to be released for consultation with the trade, fare paying passengers and the general public to understand and to seek their views and comments on the draft proposals.

 

Reasons for the decision:

It was considered important that the views of the trade, fare paying passengers and the general public were fully understood and considered. This would enable the draft proposals to be amended if necessary, prior to finalisation, adoption and implementation by all ten Greater Manchester authorities.

The Development Manager introduced submitted planning application 18/01410/FUL for the erection of a single storey building to form a three classroom extension within the playground to the rear including link corridor to main school building and retention of two existing temporary classrooms to the east and north of the site, together with extension to existing staff car park at Lowerplace Primary School, Kingsway, Rochdale.

 

The Committee received representations from Mr. Fell, who addressed the Committee objecting to the proposal.

 

The Committee received representations from Mr. Harris who addressed the Committee on behalf of the applicant.

 

The Committee also received representations from a Kingsway Ward Member, Councillor Daalat Ali.

 

Resolved:

That planning permission be granted, subject to the conditions detailed within the submitted report.
