Whilst not declaring an interest Councillor Davidson and Councillor Rush both reported that they had received correspondence from Countryside Properties Limited, in relation to planning application 18/01399/FUL, for a proposed residential development on land at 11 Royle Road, Rochdale, OL11 3EH.

The Head of Planning presented submitted planning application 18/01399/FUL for the erection of 201 dwellings and a block of 24 apartments including the demolition of existing structures together with associated ground works to the north of the site, public open space, landscaping and vehicular access from Royle Road - Land at Royle Road, Rochdale, OL11 3EH.

 

The Head of Planning reported that since the publication of the agenda for this meeting of the Committee, a revised report, in relation to this planning application had been submitted and consequently the recommendation had been changed therefore it was now … “recommended that the Planning and Licensing Committee resolves it is minded to Grant planning permission subject to conditions and legal agreement.”

 

In addition the Head of Planning reported that an additional letter of objection, to the proposal had been received.

 

The Committee received representations from Ms. L. Smith the agent for the applicant, in support of the application; Mr. A. Bancroft and Mrs. M. Helliwell local residents objecting to the application and Councillor Sheerin, a Castleton Ward Councillor also objecting to the application.

 

Resolved:

That planning permission be granted subject to the Conditions and a Legal Agreement as detailed in he submitted report.

The Head of Planning presented submitted planning application 19/00939/FUL, for the construction of 28 affordable dwellings with new vehicular access from Belfield Mill Lane, Rochdale, pumping station, landscaping and other associated works.

 

The Committee received representations from Ms. E. Philpott the agent for the applicant, in support of the application.

 

Resolved:

That planning permission be granted subject to:

a.    A Section 106 Legal Agreement requiring the payment of £86,240.07 towards primary education and £4,000 towards highway works;

b.    The conditions detailed in the submitted report.
