Declarations of Interest

Minutes:

Councillor Massey declared a personal interest in Minute 55, below - ‘Land to the east of Heywood Old Road, Middleton’ and affirmed her intention to consider the application with an open mind.

 

Councillor Winkler declared a personal interest in Minute 55, below - ‘Land to the east of Heywood Old Road, Middleton’ and affirmed his intention to consider the application with an open mind.

 

Councillor Burke declared a personal and prejudicial interest in Minute 55, below – Land to the east of Heywood Old Road, Middleton.

 

NB: in respect of Minute 55, Councillor Burke addressed the Committee in his capacity as a West Middleton Ward Member. He then withdrew from the meeting during the discussion and determination of this planning application.

The Head of Planning presented submitted planning application 20/01560/REM, an application for approval of reserved matters (including Appearance, Landscaping, Layout and Scale) for a new secondary school development with associated parking, sports provision and landscaping, pursuant to outline planning permission 20/00912/OUT. In considering the application the Committee gave consideration to the Head of Planning’s update report which recommended minor amendments to conditions 5, 9 and 11.

 

The Committee received representations from Mrs. J. Grisdale and Mr. C. O’Neill who addressed Members on behalf of the objectors to the application.

 

The Committee received representations from Ms. A. Hargreaves (Department for Education), on behalf of the applicant, who spoke in support of the application.

 

The Committee was addressed by Councillors Burke and Susan Smith, West Middleton Ward Members, in whose Ward the proposed development was located.

 

Resolved:

That the Planning and Licensing Committee resolve to grant ‘Reserved Matters Permission subject to the Conditions listed in the submitted report and to the proposed minor amendments in respect of conditions 5, 9 and 11, which were detailed in the Head of Planning’s submitted update report.

Site visits:-

It has been agreed with the Chair of the Planning and Licensing Committee that, in view of the current COVID-19 guidance specific to Rochdale, there will be no site visits for the agenda items.

 

Members are free to view the application sites from public vantage points without entering private property, and are encouraged to make use of Google Earth and Google Streetview prior to the meeting.
