To consider the minutes of the Planning and Licensing Committee meeting held on 24^th August 2023.

Resolved

That the minutes of the Planning and Licensing Committee meeting held on 24^th August 2023 be approved as a correct record.

In relation to agenda Item No.6 Department of Work and Pensions DCS Distribution Centre, Manchester Road, Heywood, OL10 2PZ – for the purposes of openness and transparency, all Councillors declared they had been lobbied by an objector to the application, Russell Homes. 

Councillors declared that they had not engaged with Russell Homes and that they would consider the application with an open mind on its merit. 

To determine whether there are any additional items of business which, by reason of special circumstances, the Chair decides should be considered at the meeting as a matter of urgency.

There were no urgent items of business.

The Assistant Development Manager introduced the report and referred Members to the Update Report circulated prior to the meeting.

Members were advised that following the publication of the agenda, additional letters of objection had been received.  It was reported that although officers were confident that appropriate consideration and weight had been given to the content and context of the objections and consultee responses received, it was considered appropriate and necessary to review the issues raised by the additional objections received.

The Committee was therefore recommended to defer consideration of the application.

It was MOVED and SECONDED that the application be DEFERRED.
