It was MOVED and SECONDED that the application be APPROVED.
On being put to the vote, it was UNANIMOUSLY cast IN FAVOUR of approval.
DECISION: That planning permission be GRANTED, subject to a Section 106 legal agreement outlined in the report and subject to the conditions set out in the report.

PROPOSAL: Residential development of up to 445 dwellings with associated access, car parking, landscaping and infrastructure
LOCATION: Land South Of Cowm Top Lane, Castleton, Rochdale
Earlier that day, the Committee had carried out a site visit with Officers to gather a better understanding of the proposal in question.
The Assistant Development Manager introduced the updated report that had been published and circulated in advance of the meeting.
The Chair then invited the objector, the agent and the Ward Councillor to address the Committee.
The Committee raised questions in reference to the scale of the site, with only a single access and implications for health and safety and access for emergency vehicles. To further inform their decision, the Committee considered the possibility of additional discussion between Officers and Developer on this matter.
The Head of Planning informed the Committee that Officers could further engage with the Developer about access to the site. However, the scheme needed to be financially viable. Additionally, in Places for Everyone, this site had been allocated for housing.
It was MOVED and SECONDED that the application be DEFERRED.
On being put to the vote, it was UNANIMOUSLY cast IN FAVOUR of DEFERRAL.
DECISION: That the application be deferred to a future meeting of this Committee to allow further discussion between Officers and the Developer on the possibility of an additional access point to the site.
