Item No. 6. Application 22/01190/FUL - Land South of Cowm Top Lane, Castleton, Rochdale - Councillor B. Sheering declared a pecuniary interest by virtue of residing near to the site.  Councillor Sheerin withdrew to the public gallery and advised that he would be speaking on the application as Ward Councillor. Following Councillor Sheerin’s address to the Committee, he left the room and took no further part in the discussion or vote.

Proposal: Residential development of up to 445 dwellings with associated access, car parking, landscaping and infrastructure.

 

This application had been considered at the meeting of the Planning Committee of 30th January 2025. The Committee had agreed to defer the application to allow further engagement between Officers and Developer on the access point to the site in question.

APPLICANT: GLP Trows LLP and BDW Trading Limited

 

PROPOSAL: Residential development of up to 445 dwellings with associated access, car parking, landscaping, and infrastructure.

 

LOCATION: Land South of Cowm Top Lane, Castleton, Rochdale

 

The Principal Planning Consultant introduced the report and provided a summary of the debate and reasons for deferral of the application at the Planning Committee meeting held on 30th January 2025.

 

The Chair then invited the applicant and agent, objector and Ward Councillor to address the Committee.

 

It was MOVED and SECONDED that the application be GRANTED in line with the recommendation set out in the report. 

 

On being put to the vote, FOUR votes were cast IN FAVOUR, FOUR votes were cast AGAINST with TWO ABSTENTIONS.  On the Chair’s casting vote, the application was GRANTED.

 

DECISION: That authority be delegated to the Head of Planning to GRANT planning permission, subject to conditions and a S106 agreement for the heads of terms, as set out in the report.

 

NOTE: The applicant and agent, an objector, and a Ward Councillor addressed the Committee in relation to the application.
