LOCATION: Land To The South Of Hare Hill Road, Littleborough.

The Principal Planning Officer introduced the report.

(Councillor Mir arrived during the Officer introduction, and therefore took no part in the discussion or vote on the application)

The Chair then invited an objector and the Ward Councillor to address the Committee.  Neither the applicant nor the agent was in attendance.

It was MOVED and SECONDED that the application be DEFERRED to allow further negotiations to reduce the height and scale of the scheme, consider highways impacts and the creation of a construction plan.

On being put to the vote, SEVEN votes were cast IN FAVOUR, ZERO votes were cast AGAINST with ONE ABSTENTION.

DECISION: That the application be deferred to allow further negotiations with the applicant to reduce the height and scale of the scheme, consider highways impacts and the creation of a construction plan.

NOTE: An objector and a Ward Councillor addressed the Committee in relation to the application.

An information report in relation to the establishment of a joint planning committee for Northern Gateway.

Consideration was given to a report that outlined draft arrangements and Terms of Reference for a Joint Planning Committee between Rochdale Borough Council and Bury Council. 

The Joint Committee would determine planning and related applications at Norther Gateway, Places for Everyone sites JP Allocations 1.1 and 1.2.

It was explained the establishment of a joint committee would streamline the decision-making process, provide consistency, and ensure there was one joint decision.

Resolved -

1. That the report be noted.

2. That further work would be undertaken to determine the Terms of Reference for Northern Gateway Joint Planning Committee be noted.

3. That Full Council be recommended to approve the establishment of a Northern Gateway Joint Planning Committee with Bury Council in order to determine planning and related applications at Northern Gateway, Places for Everyone site JP Allocations 1.1 and 1.2.
