Minutes:

Consideration was given to a presentation by the Director of Commissioning / Director of Integrated Systems Development (CCG) updating Board Members on the development of the locality construct governance model. 

 

      Approval in principal that the LA Chief Executive/CCG Accountable Officer act as Place Leader subject to any further guidance received on the issue, acknowledging that this will need to go through formal governance arrangements.

      An update in relation to the Integrated Delivery Board (LCO)

To receive a report from the Chief Finance Officer – Health & Social Care Integration.

Minutes:

Consideration was given to a report of the Chief Finance Officer updating the Integrated Commissioning Board on the Pooled fund opening budget and proposed risk share arrangements for 2021/22. 

 

The CCG was waiting for further guidance to be issued which will set the allocation for 2021/22 and outline key financial information such as the proposed inflationary uplifts to contracts before being able to post an opening budget.

 

It was reported that the pooling of budgets between the two organisations was in line with NHSE guidelines to progress integration of Adult Social Care and Health and is in accordance with the decision made by Cabinet and the CCG Governing Body.

Better Care Fund Budget 2021/22 pdf icon PDF 594 KB

To receive a report from the Chief Finance Officer – Health & Social Care Integration.

Minutes:

Consideration was given to a report of the Chief Finance Officer – Health & Social Care Integration, seeking approval of the revised revenue and capital budgets for the Better Care Fund for 2020/21; including the proposed allocation of the Disabled Facilities Grants, with the flexibility to vire budget between the various schemes as necessary.  Members were advised that details of the minimum contribution to Adult Social Care had yet to be confirmed, and so the proposed revenue budget was subject to change.

 

Overall, the Better Care Fund had increased by £0.889m due to a 5.22% increase in Clinical Commissioning Group contributions to the Better Care Fund. The Council’s Better Care Fund contributions were in line with the 2019/20 contributions as the grants had remained at the same level. The overall increase in Better Care Funding for 2020/21 was 3.03%.

 

The capital Disabled Facilities Grant budget for 2020/21 had been confirmed as £2.632m, the same as the allocation received in 2019/20. Table 2 within the submitted report included a draft spending plan submitted for approval but did not take account of any 2019/20 capital budgets to be carried forward.

RESOLVED

1.    That approval be given to the revised revenue and capital budgets for the Better Care Fund for 2020/21.

2.    That it be noted the details of the minimum contribution to Adult Social Care has yet to be confirmed, and so the proposed revenue budget is subject to change.

3.    That approval be given to the proposed allocation of the Disabled Facilities Grant budget with the flexibility to vire budget between the various schemes as necessary, subject to executive decision making arrangements.

Advocacy: Contract Award

To consider the attached report of the Cabinet Member for Healthy Lives / Assistant Director (Commissioning)

Minutes:

Consideration was given to a report of the Assistant Director – Commissioning which sought approval of an advocacy contract for one year and eleven months.

 

Alternatives considered

To not award the contract or award it to one of the other providers who submitted bids.

 

RESOLVED

That the contract be awarded to the provider as detailed within the submitted report.

 

Reason for resolution

The procurement process identified the approved supplier as the most suitable provider.
