To consider the attached report of the Cabinet Member for Social Care and Ageing Well/ Chief Finance Officer (Health & Social Care Integration).

Consideration was given to a report of the Chief Finance Officer – Health & Social Care Integration, updating Members on the financial position of the pooled budget for the financial year 2020/21 as at the end of January 2021.

To consider that the press and public be excluded from the remaining part of the meeting pursuant to Section 100(A)4 of the Local Government Act 1972 on the grounds that discussions may involve the likely disclosure of exempt information as defined in the provisions of Part 1 of Schedule 12A to the Local Government Act 1972 and public interest would not be served in publishing the information.

That the Press and Public be excluded from the meeting during consideration of the following thee items of business, in accordance with the provisions of Section 100A (4) of the Local Government Act 1972, as amended. Reason for the decision: Should the press and public remain during the debate on the following items, there may be a disclosure of information that is deemed to be exempt under Parts 1 and 4 of Schedule 12A of the Local Government Act 1972.

Autism Project: procurement of specialist provision

To consider the attached report of the Portfolio Holder for Social Care and Ageing Well / Assistant Director of Commissioning

Minutes:

Consideration was given to a report of the Cabinet Member for Social Care and Aging Well / Assistant Director – Commissioning seeking approval of a direct award for the placement of an adult with complex autistic needs.

 

Alternatives considered

To extend the current arrangement could result in the risk of legal challenge.

 

RESOLVED

1.    That the formal closure of the former Dingle Farm project be approved and the original indicative award of this contract be withdrawn.

2.    That the direct award of the contract for Person A’s residential and care needs to the current provider through the GM Flexible Purchasing System for LD through the development of new provision in Heywood be approved.

 

Reason for resolution

There is a risk that the current provider could cease the placement, which would result in escalation of needs and a highly expensive out-of-area placement.

Adult Social care Prevention Service: Contract Award

To consider the attached report of the Portfolio Holder for Social Care and Ageing Well / Assistant Director of Commissioning

Minutes:

Consideration was given to a report of the Cabinet Member for Social Care and Ageing Well / Assistant Director – Commissioning seeking approval for to extend the current contracts by one month to allow time to deal with transitional arrangements to new providers.

 

Alternatives considered

The procurement process organisations to be best equipped to deliver the service specifications.

 

RESOLVED

1.    That the contracts for Life skills Support, Your Parents Support Contract and Private Housing Sector Support; be awarded to the organisations detailed within the recommendations of the submitted report from the 1st April 2021 for 4 years up to the 31st March 2025, with an option for a further year subject to a further decision.

2.    That a one month extension of the current contracts be approved.

 

Reason for resolution

Through the procurement procedures the identified suppliers would provide best value for the contract.  A one month extension to the existing contracts will enable an efficient transition.

Residential & Nursing Flexible Purchasing System: Contract Award

To consider the attached report of the Portfolio Holder for Social Care and Ageing Well / Assistant Director of Commissioning

Minutes:

Consideration was given to a report of the Cabinet Member for Social Care and Ageing Well / Assistant Director (Commissioning) seeking approval for the awarding of contracts for the following:

·         Lot 1 - Residential and Nursing Care Provision for Older People or People with a Physical or Sensory Disability

·         Lot 2 - Residential and Nursing Care Provision for People with Mental Health Issues (Under 65)

·         Lot 3 - Supported Living for People with Mental Health Issues/Physical or Sensory Disability (Under 65).

 

The Board were advised 82 organisations had successfully met the required standards for delivery.

 

Alternatives considered

The successful organisations met the procedural requirements.

 

RESOLVED

1.    That contracts be awarded to the 82 organisations as detailed in appendix 2 to the submitted report, who successfully met the required standards for delivery.

2.    That the Director of Commissioning (DASS) in consultation with the portfolio holder for Social Care Ageing Well be delegated authority to award subsequent contracts within this framework.
