To consider the minutes of the meeetimg of the Sub-Committee held 16th November 2017



That the minutes of the meeting of the Property Investment Sub-Committee held on 16th November 2017, be approved.


Exclusion of Press and Public

To consider that the press and public be excluded from the remaining part of the meeting pursuant to Section 100(A)4 of the Local Government Act 1972 on the grounds that discussions may involve the likely disclosure of exempt information as defined in the provisions of Part 1 of Schedule 12A to the Local Government Act 1972 and public interest would not be served in publishing the information.



That the Press and Public be excluded from the meeting during consideration of the following three items of business, in accordance with the provisions of Section 100A (4) of the Local Government Act 1972, as amended.


Reason for Decision:

Should the press and public remain during debate on these items there may be a disclosure of information that is deemed to be exempt under Part 3 of Schedule 12A of the Local Government Act 1972.


Regeneration Sites Programme Update

Director of Neighbourhoods to report


The Director of Economy introduced a report providing an update on the programme of Council owned sites which had been approved for consideration as suitable for housing development. 


Alternatives considered:

To permit the market to determine how housing is developed in the Borough, or to rely on the private sector to bring forward housing sites at the pace required to meet our agreed local housing needs as set out in the Core Strategy.



That the progress of the Council Owned Sites programme be welcomed.


Reason for decision:

The Council’s sites programme established in June 2013 supports the delivery of Council’s current Core Strategy housing target of 460 new homes per annum. The programme also facilitates the delivery of a number of the Council’s key housing priorities and the development of additional homes which helps meet demand for housing across a range of tenures and attract economically active residents to the Borough, including higher earners and highly skilled people.


Kingsway Business Park - Plot D


The Director of Economy introduced a report seeking approval to invest in industrial units on Kingsway Business Park. 


Alternatives considered:

Not to invest in industrial units on Kingsway Business Park.



That consideration of the item be deferred to a future meeting of the Sub-Committee pending further information on statutory guidance relating to public sector financing.


Reason for decision:

To ensure that the Sub-Committee is fully appraised of recently issued guidance.
