Link4Life An update/presentation on the work that is being carried out in the local community by Link4Life. Minutes: The Deputy Chief Executive of Link4Life addressed the Committee updating Members on activities undertaken by Link4Life within the Township and committing to provide further updates at future meetings. |

Rochdale Station Area Supplementary Planning Document (SPD) Report of the Director of Economy to follow. Additional documents: Minutes: Consideration was given to a report of the Cabinet Member for A Thriving Economy / Director of Economy which sought approval for consultation of a draft Supplementary Planning Document (SPD) for the Rochdale Station area to support the continued regeneration and renewal of the area by providing detailed planning and design advice; and seeking approval for delegation to the Head of Planning to make any final minor amendments to the draft Supplementary Planning Document prior to the commencement of the formal consultation period.
Alternatives considered To not produce a Supplementary Planning Document could undermine a co-ordinated place making strategy for the Rochdale Station area; instead having to deal with this via stand-alone planning applications. Proposals for investment and development would have to be considered on a piecemeal basis, rehousing residents within the local area, close to their existing home and the Town Centre, would become challenging, and housing market failure will not be addressed. There was a risk that the opportunity for a significant number of new homes within this area, adjacent to the Town Centre, was not delivered.
RESOLVED 1. That the Draft Supplementary Planning Document for the Rochdale Station area be approved for consultation. 2. That the Head of Planning be approved to amend the document prior to consultation.
Reason for resolution Supplementary Planning Documents build upon and provide more detailed advice or guidance on the policies in the Local Plan. Regulations 11 to 16 of the Town and Country Planning (Local Planning) (England) Regulations 2012 set out the requirements for producing SPDs. Regulation 12 requires that consultation is undertaken prior to the adoption of an SPD.

Create 2 Footpaths Over Land at Springhill Report of the Director of Neighbourhoods to follow. Additional documents: Minutes: Consideration was given to a report of the Cabinet Member for A Thriving Economy / Director of Economy which sought approval for a definitive map modification order to add the footpaths under Section 25 Highways Act 1980 and alter the definitive map and statement to show the routes.
Alternatives considered To refuse to make the order under Section 25 Highways Act 1980, however the Council will have to proceed with the applicant’s application under Wildlife and Countryside Act 1981 and the footpaths that impede other recreational activities.
RESOLVED 1. That the definitive map modification order be approved to add the footpaths under Section 25 Highways Act 1980 and alter the definitive map and statement to show the routes as set out within the submitted report. 2. That following receipt of any instructions from the Head of Environmental Services, the Assistant Director (Legal, Governance & Workforce) be authorised to prepare the appropriate legal documents and execute such documents on behalf of the Council. |
