That the Minutes of the meeting of Rochdale South Township Committee, held 11th June 2020, be approved as a correct record.

Councillor Rashid declared a personal and prejudicial interest in funding application RP/40/19: ‘Training kit for Pennine Juniors FC’ and he withdrew from the meeting during the consideration of and voting on this funding application.

The Committee received a presentation from the Director of Neighbourhoods detailing the Borough’s new Play Area Strategy 2020-30, with specific regard to Rochdale South Township. The presentation outlined key areas of development in the local areas, the importance of the Strategy and what Objectives have to be met in order to achieve the Vision statement; ‘Rochdale Borough Council will develop and manage excellent play areas for every child in the Borough’.

Section 106 - Kingsway Play Provision pdf icon PDF 144 KB

To consider an application for section 106 funding for play facilities in the Kingsway Ward.


The Committee considered a report of the Director of Economy that sought approval to allocate Section 106 contributions from developments in the Kingsway Ward towards a new play facility at Robinson’s Common.


Alternatives considered:

Members were advised that the Council is required to spend Section 106 contributions in accordance with legal agreements and local and national planning policy. Not bringing forward projects to spend Section 106 contributions in accordance with these agreements and policies risk the loss of investment in local facilities, and the refunding of monies held from Section 106 contributions where there is a time limited period for spend. Proposals that had been put forward in this report have been the subject of consultation with Kingsway Ward Members and reflected their priorities. The use of resources had been considered to maximise the funding available.



That the Township Committee approves the allocation of £7,904.76 of Section 106 contributions, from development at Moss Terrace and Bilberry Street, Rochdale, towards the development of a new play area at Robinson’s Common.


Reasons for the decision:

Rochdale South Township Committee had previously requested that all Section 106 Open Space funded schemes be approved by Members by way of a report to an appropriate Committee or Sub-Committee. A similar process of reporting existed in the council’s four other Townships. Therefore various costed schemes had been prepared by the Council’s Environmental Management Service and were supported by Ward Councillors.


This particular scheme was within the parameters of the Section 106 agreements and the Council’s ‘Provision of Recreational Open Space in New Housing’ Supplementary Planning Document.

The Committee considered a report of the Director of Neighbourhoods which provided an update on revenue and capital expenditure, commitments and balances of Rochdale South Township Funds 2020/2021 and to enable the allocation of funds to proposed projects.


In considering the various funding applications the Committee received oral representations from the applicant’s and/or their representatives, who were in attendance at the meeting.


Alternatives considered:

The Committee was asked to decide whether or not to approve the allocation of funds to projects/schemes as appropriate.



1.            The expenditure, commitments and balances of the Rochdale

South Township Funds 2020/2021, as detailed in Appendices 1 and 2 of the submitted report, be noted;

2.    The decisions made under delegated authority as detailed in Appendix 3 of the submitted report be noted;

3. That the Townships and Communities Manager, in consultation with the Chair, Vice Chair and Opposition Spokesperson of the Township Committee, be given delegated authority to make decisions on any deferred projects;

4. It be noted that the Townships and Communities Manager has assessed the proposed projects to be considered for funding against the criteria of eligibility for the Rochdale South Township Fund, the priorities of the Township and any specific risks have been identified in the report;

5. That applications for Township Funds 2020/2021, (as outlined at Appendix 4 of the submitted report); be dealt with as follows:-

The Committee approves the part of the application for the traffic calming measures but refuses the element of the application which relates to the traffic survey, as detailed at Appendix 4H to the report.

Crawford Street – Waiting Restrictions

Approve an award of £4,000.00


Rochdale Road - Waiting Restrictions

De-commit £2,000.00 previously approved and approve £117.74 for an alternative bollard scheme.


Reasons for the decisions:

The management of the Rochdale South Township Fund was a function that had been delegated to the Rochdale South Township Committee. Rochdale South Township Funds were allocated to projects that benefit the Township’s community and environment, and which helped to realise the Township priorities. The allocation of funds by the Committee to various beneficiaries assisted in enabling the appropriate monitoring and review of the use of the

Township’s Funds thereby ensuring an efficient and effective use thereof.
