Objection to Proposed Traffic Order, Waiting Restrictions, Back Drake Street, Rochdale To consider objections to a Traffic Regulation Order. Minutes: The Sub-Committee considered the report of the Director of Neighbourhoods which advised that concerns had been identified with regard to obstructive footway and carriageway parking along both sides of Back Drake Street. This could compromise operational width for general traffic, restricting access for Goods Vehicles, and limiting sightlines for both drivers and pedestrians along Back Drake Street and its junction with Caton Street.
Rochdale South Township Members subsequently approved the investigation, development, and promotion of an appropriate scheme to address the concerns.
The approved scheme was advertised between 14th April and 5th May 2021 and one objection was received. This report considered the objection received.
Alternatives Considered: Alternatives in terms of reduced hours of restriction and/or a lesser scheme with the prohibition implemented just along one-side of Back Drake Street, had been considered but discounted on the basis of seeking to protect access and road safety for all users of Back Drake Street. The existence and availability of on and off-street car parking elsewhere in the locality has supported this decision.
Should the Sub-Committee decide not to introduce the restrictions as proposed then the noted issues of indiscriminate obstructive parking as reported to Township would not be appropriately addressed.
Resolved: 1. That the objection to the proposed Traffic Regulation Order be noted; 2. That the proposed Traffic Regulation Order, ‘Borough of Rochdale ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No. 184) Order 2021’ be implemented as advertised.

Rochdale South Township Funds 2021/22 To consider Rochdale South Township Funds 2021/22. Additional documents:
Minutes: The Sub-Committee considered a report of the Director of Neighbourhoods which provided an update on revenue and capital expenditure, commitments and balances of Rochdale South Township Funds 2021/2022 and to enable the allocation of funds to proposed projects.
In considering the funding applications the Sub-Committee received oral representations from the applicant’s and/or their representatives, who were in attendance at the meeting.
Alternatives considered: Members were asked to decide whether or not to approve the allocation of funds to projects/schemes as appropriate. Resolved: 1. That the expenditure, commitments and balances of the Rochdale South Township Funds 2021/22, as detailed in Appendices 1 and 2 of the submitted report be noted; 2. That the decisions made under delegated authority as detailed in Appendix 3 of the submitted report be noted; 3. That the Townships and Communities Manager, in consultation with the Chair, Vice Chair and opposition spokesperson of the Sub-Committee, be given delegated authority to make decisions on any deferred projects; 4. It be noted that the Townships and Communities Manager has assessed the proposed projects to be considered for funding against the criteria of eligibility for the Rochdale South Township Fund, the priorities of the Township and any specific risks have been identified in the report; 5. That applications for Township Funds 2021/22, (as outlined at Appendix 4 of the submitted report); be dealt with as follows:-
