Members noted that the Committee was still to receive a report from the Environmental Action Unit Manager regarding the purchase of additional CCTV per each ward comprised in the Township.

 

Resolved:

1.    That the minutes of Rochdale South Township Delegated Sub-Committee meeting held on 24th January 2022 be approved as a correct record.

2.    That a report from the Environmental Action Unit Manager be submitted to the next Rochdale South Township Delegated Sub-Committee.

Appointment of Highways Champion for 2022/2023

To appoint a Highways Champion for 2022/2023.

Minutes:

The Sub-Committee was requested to nominate a Highways Champion for Rochdale South Township for 2022/2023.

 

The role of the Highways Champion was to represent Rochdale South Township at quarterly meetings with Highways, and to promote highway schemes and strategic projects.

 

Resolved:

1.    That Councillor Philip Massey be appointed 2022/23 Highways Champion.

2.    That the minutes of the Highways meetings be provided to Rochdale South Township.

The Sub-Committee agreed to take applications ahead of Agenda Item 11 (Objections to Proposed Traffic Order - Prohibition of Waiting, Count Street & Sandfield Road area, Rochdale) due to applicants being in attendance at the meeting.

 

The Sub-Committee considered a report of the Director of Neighbourhoods which provided an update on revenue and capital expenditure, commitments and balances of Rochdale South Township Funds 2022/2023 and to enable the allocation of funds to proposed projects.

 

In considering the funding applications the Sub-Committee received four oral representations from the applicants who were in attendance at the meeting.

 

Alternatives considered:

Members were asked to decide whether or not to approve the allocation of funds to projects/schemes as appropriate.

 

Resolved:

1.    That the expenditure, commitments and balances of the Rochdale South Township Funds 2022/23, as detailed in Appendices 1 and 2 of the submitted report be noted;

 

2.    That the decisions made under delegated authority as detailed in Appendix 3 of the submitted report be noted;

 

3.    That the Townships and Communities Manager, in consultation with the Chair, Vice Chair and opposition spokesperson of the Sub-Committee, be given delegated authority to make decisions on any deferred projects;

 

4.    It be noted that the Townships and Communities Manager has assessed the proposed projects to be considered for funding against the criteria of eligibility for the Rochdale South Township Fund, the priorities of the Township and any specific risks have been identified in the report;

 

5.    That the Township funds application form be improved to provide clearer indication to applicants of which Township is being requested to provide funds, namely, Rochdale North Township, Rochdale South Township or both.

 

6.    That applications for Township Funds 2022/23, (as outlined at Appendices 4, 5A, 5B, 5C, 5D, 5E and 5F of the submitted report); be dealt with as follows:-

Objections to Proposed Traffic Order - Prohibition of Waiting, Count Street & Sandfield Road Area, Rochdale pdf icon PDF 429 KB

To consider objections to proposed Traffic Order - Prohibition of Waiting, Count Street & Sandfield Road Area, Rochdale.

Minutes:

The Sub-Committee considered the report of the Director of Neighbourhoodsadvising of objections received to the proposed Traffic Regulation Order: (Borough of Rochdale, ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No. 196) Order 2022.

 

The Sub-Committee was informed that the proposed scheme sought to enhance highway operational safety through the implementation of localised junction protection (prohibition of waiting) at the Kingsway and Prince Street junctions with Count Street as well as the junction of Sandfield Road with Royds Street. It was understood that operational width and visibility could be compromised by carriageway parking in the absence of restrictions at the above junctions.

 

The proposal was prepared in response to local representation received and subsequent Township approval for scheme development. The approved scheme was advertised through a Notice of Intent posted between 16th March and 6th April 2022. Two formal objections were received during this period and both specifically related to the junction of Sandfield Road and Royds Street.

 

The report outlined the reason for the proposal, the objections received and provided responses to the objections.

 

No objectors attended the meeting.


The proposal was supported by Councillor Shakil Ahmed, ward councillor for Kingsway.  Councillor Ahmed commented that the road required resurfacing.  In response, the Highways Officer in attendance advised that there currently was no budget for additional resurfacing works, however agreed to confirm if the area was included in the already approved resurfacing programme.

 

Alternatives Considered:

 

The Sub-Committee could consider that the Traffic Regulation Order, (Borough of Rochdale, ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No. 196) Order 2022, be amended (to reduce or remove proposals for the objection junction of Sandfield Road and Royds Street); or be fully abandoned in-light of objections received.

 

Resolved:

1.    That the Traffic Regulation Order, (Borough of Rochdale, ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No. 196) Order 2022, be implemented as advertised.

 

Reasons for the decision:

 

To address the issues reported, namely, through improved control of parking and greater protection of sight lines at the Kingsway and Prince Street junctions with Count Street and at the junction of Sandfield Road with Royds Street, it was felt necessary to introduce the proposed Order as originally advertised.
