Milkstone and Deeplish Active Neighbourhood To consider a report of the Highways Officer. Additional documents:
Minutes: The Sub-Committee considered the report of the Highways Officer on the proposed Active Neighbourhood scheme and Experimental Traffic Regulation Orders including, Prohibition of Motor Vehicles (filter point), One Way Orders and No waiting at any time restrictions, in the Milkstone and Deeplish ward.
The Highways Officer informed the Committee that an Active Neighbourhood was a place where the movement of people was prioritised over cars in residential areas, resulting in the reduction of air pollution and congestion, improvements to residents’ health and wellbeing and improved road safety on residential streets. The scheme still allowed residents to access their homes by car and allows emergency vehicle access to the area.
As detailed in the report and accompanying presentation, Members were advised that to implement the trial phase of the Active Neighbourhood, Members would need to approve Experimental Traffic Regulations Order and delegated powers (Items 1-4).

4. Delegated Authority Delegated authority to the Portfolio Holder for Highways and Head of Highways to amend the experimental traffic regulations orders to resolve any objections during the experimental period and introduce any additional restrictions if required.
The trial period would last a minimum of 6 months (up to a maximum of 18 months). At the end of the trial period Members would have the opportunity to review the impact of the scheme and consider the opinions of local residents before making a final decision on the permanent implementation and enforcement of the Experimental Traffic Regulation Orders and permanent design of the scheme.
The Committee was informed that the Experimental Traffic Regulation Orders would be funded by Transport for Greater Manchester and that the project was community led and was subject to extensive public consultation, including: Press Releases, 4828 leaflets posted in the scheme boundary area and both online/public venue consultation events.
Members thanked Highways for their hard work on the project so far and questioned the Highways Officer about the public consultation process and raised concerns regarding the alternative travel routes available to residents. The Highways Officer advised that there were some strong opinions opposing the scheme at the in-person consultation events however in the online consultations there was a majority support for the trial scheme, with 87% of the online respondents living within the boundaries of the trial area. It was acknowledged that the Active Neighbourhood would add journey time and distance for residents to travel the alternative route by car, but that this had been balanced against the positive effect of improving the road safety of the designated area.

Rochdale South Township Funds 2022/23 To receive information in relation to the Rochdale South Township Funds 2022/23 and consider applications for funding. Additional documents:
Minutes: The Sub-Committee considered a report of the Director of Neighbourhoods which provided an update on revenue and capital expenditure, commitments and balances of Rochdale South Township Funds 2022/2023 and the allocation of funds to proposed projects.
Members were informed that the Rochdale South Township Capital Funds available for allocation was £85,472 and that the Rochdale South Township Project (Revenue) Funds available for allocation was £34,905.
In considering the funding applications the Sub-Committee received one oral representation from the applicants in attendance at the meeting.
Alternatives considered: Members were asked to decide whether or not to approve the allocation of funds to projects/schemes as appropriate.
Resolved:
1. That the expenditure, commitments and balances of the Rochdale South Township Funds 2022/23, as detailed in Appendices 1 and 2 of the submitted report be noted;
2. That the decisions made under delegated authority as detailed in Appendix 3 of the submitted report be noted;
3. That the Townships and Communities Manager, in consultation with the Chair, Vice Chair and opposition spokesperson of the Sub-Committee, be given delegated authority to make decisions on any deferred projects;
4. It be noted that the Townships and Communities Manager had assessed the proposed projects to be considered for funding against the criteria of eligibility for the Rochdale South Township Fund, the priorities of the Township and any specific risks had been identified in the report;
5. That the Township funds application form be further improved to provide clearer indication to applicants of which Township was being requested to provide funds, namely, Rochdale North Township, Rochdale South Township or both.
6. That applications for Township Funds 2022/23, (as outlined at Appendices 4, 4A, 4B, 4C, 4D, 4E and 5A of the submitted report); be dealt with as follows:-
Reasons for decisions: 1. Management of the Rochdale South Township Fund was delegated to the Rochdale South Township Delegated Sub-Committee.
2. Rochdale South Township Funds were allocated to projects that benefitted the Township’s community and environment and realised the Township’s priorities.
