The following matters were raised as Urgent Items of Business:

 

a)    The Chair reported that an additional application for funding had been received (Reference RP/09/23) Copies of the application were circulated at the meeting.

 

b)    Councillor Meredith; Lighting Installation Request - Footpath at Gerard Street/Oldham Road, Rochdale

It was requested by Councillor Meredith that this matter be escalated to the appropriate officers within Highways/Street Lighting to take management of the project, confirm land ownership and provide a quote for the necessary works to install three lighting columns along this footpath as per the resident’s requests to ensure adequate lighting/safety for the area. Councillor Meredith was concerned that this matter had previously been raised and no action had been taken.

Objection to Proposed Road Hump Construction - Buersil Avenue & Sedgley Avenue Area, Rochdale pdf icon PDF 933 KB

To consider an objection received to a proposed Road Hump Construction.

Minutes:

The Township Sub-Committee received a report of the Director of Neighbourhoods that asked Members to consider an objection that had been received to a Proposed Road Hump Construction in the Buersil Avenue and Sedgley Avenue Area, Rochdale.

 

The proposed scheme sought to further enhance highway safety through the installation of seven round-top road humps at appropriate locations and intervals along Buersil Avenue and Sedgley Avenue. The proposal was advertised through a Notice of Intent posted between 8th and 29th March 2023. The Council received a single objection citing that the measures were not necessary and funding would be better allocated elsewhere.

 

Highways recommended proceeding with the scheme as advertised on the basis that the proposal meets the requirements of the commissioning brief and would be delivered to appropriate standards.

 

Ward Councillors advised the Sub-Committee that the scheme had strong support from the local community and that the Ward Councillors also supported the recommendation.

 

The Sub-Committee considered the objection that had been received to the proposal.

 

Alternatives considered:

That the Proposed Road Hump Construction in the Buersil Avenue and Sedgley Avenue Area, Rochdale not be implemented as advertised and the recommendation be otherwise amended or withdrawn in light of the representation received.

 

Resolved:

1.     That the Proposed Road Hump Construction in the Buersil Avenue and Sedgley Avenue Area, Rochdale be approved and implemented as per the recommendation.

 

Reasons for the decision:

A single objection was received to the formal advertisement and suggested that road humps were not necessary with funding better allocated to highway maintenance issues elsewhere. The proposal had been developed in accordance with appropriate standards and in specific response to local representation citing concern over excess traffic speed.

To consider Rochdale South Township Funds 2023/24.

The Sub-Committee considered a report of the Director of Neighbourhoods which provided an update on revenue and capital expenditure, commitments and balances of Rochdale South Township Funds 2023/2024 and the allocation of funds to proposed projects.

 

Members were informed that the Rochdale South Township Capital Funds available for allocation was £100,932 and that the Rochdale South Township Revenue (Projects) Funds available for allocation was £35,432.

 

In considering the funding applications the Sub-Committee received three verbal representations from the public applicants in attendance at the meeting.

 

Alternatives considered:

Members were asked to decide whether or not to approve the allocation of funds to projects/schemes as appropriate.

 

Resolved:

1.     That the Chair requested the attendance of the Director of Service to attend the next meeting to explain the Environmental Management fee structure to the Committee.

 

2.     That the expenditure, commitments and balances of the Rochdale South Township Revenue and Capital Funds, as detailed in Appendices 1 and 2 of the submitted report, be noted;

 

3.     That the decisions made under delegated authority as detailed in Appendix 3 of the submitted report be noted;

 

4.     That the Sub-Committee notes that the Townships and Communities Manager has assessed the proposed projects to be considered for funding against the criteria of eligibility for the Rochdale South Township Fund, the priorities of the Township and any specific risks have been identified within the report;

 

5.     That the Townships and Communities Manager, in consultation with the Chair, Vice Chair and opposition spokesperson of the Sub-Committee, be given delegated authority to make decisions on any deferred projects;

 

6.     That applications for Rochdale South Township Funds 2023/2024, as outlined at Appendix 4 of the submitted report, be dealt with as follows:
