Rochdale Township Funds 2017/18

To consider providing funding to various bodies who have submitted applications.

Minutes:

The Sub-Committee considered a report of the Director of Neighbourhoods updating on the revenue and capital expenditure commitments and balances of Rochdale Township Fund 2017/2018, to enable the Sub-Committee to allocate funds to proposed projects.

 

The Sub-Committee were asked to note the expenditure, commitments and balances of Rochdale Township Funds 2017/18 as detailed in Appendices 1 and 2 of the submitted report, the decisions made under delegated authority as detailed at Appendix 3 to the submitted report and to consider and approve, defer or refuse the allocation of funds to proposed projects detailed in Appendix 4 of the submitted report. Members of the Rochdale Township Action and Resources Delegated Sub-Committee were requested to note that the projects had been identified for funding from Rochdale Township Funds 2017/18. Members were asked to decide whether to approve, reject or defer the allocation of revenue and capital funds to the proposed projects listed in Appendix 4.

 

In considering the funding applications the Sub-Committee received oral representations from some of the applicant’s and/or their representatives, who were in attendance at the meeting.

 

Alternatives considered - in considering the report, Members were asked to

Decide whether or not to approve the allocation of funds to projects/schemes as appropriate.

 

Decision:

1. That the expenditure, commitments and balances of the Rochdale Township Funds 2017/18, as detailed in Appendices 1 and 2 of the submitted report be noted;

2. That the decisions made under delegated authority as detailed in Appendix 3 of the submitted report be noted;

3. That the Townships and Communities Manager, in consultation with the

Chair, Vice Chair and opposition spokesperson of the Sub-Committee, be given delegated authority to make decisions on any deferred projects;

4. That applications for Township Funds, (as outlined in Appendix 4 of the submitted report); and be dealt with as follows:-

The funding application in respect of this proposal be refused as it would not constitute an appropriate use of the Township’s funds but, given the poor start e of this road, the scheme be recommended for inclusion in the Council’s new Highways Improvement Programme that will be effective in 2018/19

N.B. (1) Officers present advised the Sub-Committee that Rochdale Township Fund's terms and conditions, under items that may not be funded, included repairing un-adopted roads. In this regard Dell Road was an un-adopted highway and there was a significant risk that its future maintenance would become the responsibility of Rochdale Borough Council if this scheme is implemented. Also it was noted that if the road was to significantly further degraded this may change the cost of the works. It was not the Council’s responsibility to repair and maintain this or any other un-adopted road, the Council only being liable for maintaining adopted Highways.

 

 The Sub-Committee was further advised that if this funding application was approved it could establish a precedent for claims for maintenance by the Council of other un-adopted roads in the Borough which are in a similarly poor condition and of which there were many.

Reason for decision:

The management of the Rochdale Township Fund is a function that is delegated to the Rochdale Township Action and Resources Delegated Sub Committee to determine. Rochdale Township Funds are allocated to projects and schemes that aim to benefit the Township’s community and environment, and which should realise the Township priorities. The Sub-Committee undertakes monitoring and a review of the use of the Rochdale Township Funds to ensure continued efficient and effective use of those Funds.
